Job: QA Analyst MPSE/MMIS
Location: REMOTE
Client is seeking three full-time resources to work on MPSE P3 and MMIS Security and Architecture projects as Quality Assurance Analyst resources.
At a high level, DHS, working with client, is issuing this event to secure three Quality Assurance Analyst resources with strong experience testing in large and complex systems development projects. These Quality Assurance Analysts are needed to bring several active, high visibility projects to successful completion, to enable the DHS System Modernization technical solutions to be deployed and fully operational. The software Quality Assurance Analysts will be responsible for performing all testing activities for DHS Systems Modernization projects such as ISDS, MMIS, and METS as determined by the State’s Project Manager. These will include several cross-agency projects with key collaborators from MMIS, MNIT, and MNsure.
For each project, the quality assurance analysts will be working with the project teams and will be expected to create or participate in creating: a QA test strategy, QA test plan, QA test cases, and QA test closure defect documentation, a requirements traceability matrix, and other documentation as requested (i.e., meeting notes, documented processes, change requests, and status reports). The quality assurance analysts will need to interface with a variety of individuals—both on the project team and outside the project team—who may have a vested interest and can offer information pertaining to the project, including: a project director, project managers, business analysts, developers, database administrators, and information technology group system architects. All members of the QA staff (managers, supervisors, leads, and other QA analysts), MMIS business staff, DHS business staff, MNIT employees, external vendors, and the stakeholder community, including the counties and health care provider organizations, and other agency team members.
Work must comply with the Statewide enterprise architecture, the State’s Enterprise Security Policy and Standards Statewide project management methodology, applicable industry and agency standards. The resources must have the ability to work independently, with little or no supervision, and the drive to resolution in situations with high ambiguity and confusion. The Quality Assurance Analysts will report to the vendor’s resource manager, who will receive work direction from the State’s QA supervisor. DHS does not anticipate that the quality assurance analysts will need access to private data on individuals or protected health information, and therefore does not anticipate that vendor will need to enter a business associate or data sharing agreement with DHS. For additional details on the request such as qualifications, tasks, and evaluation criteria, see the attachments found in the Buyer Attachment section of the Event.
