The Long Island Rail Road Company (“LIRR” or the “Railroad”) is seeking a proposal from qualified firms for a contractor to provide for two (2) Security Consultants (Security Sensitive Information and Security Control Officer).
This Contract involves for a Contractor to provide for Security Consultants to ensure the procedures developed in MTA LIRR's SSI Initiative for the classification and distribution of security sensitive information and Worksite Security Plan Requirements are adapted for application to all project types for management of SSI requirements.
The Consultants shall act as the liaison between the MTA LIRR Office of Security and all MTA supporting agency departments (i.e. Procurement, Project Management, IT, Law, Operating Departments, etc.) and external parties throughout the life of a project to provide subject matter expertise, ensure compliance, and provide guidance and recommendations.
RESPONSIBILITIES:
The Consultants shall report to the LIRR's Chief Security Officer, or designee, and facilitate all project security matters including, but not limited to, confidentiality of MTA's Security Sensitive Information ("SSI") and site security compliance "Program". The "Consultants" will interface with the Vendor Document Control Officer (VDCO) (who will submit to the Agency Document Control Officer (ADCO) for approval) procedures for classifying "SSI" and the distribution thereof. Upon approval of the document procedures, the Consultants shall be responsible to oversee and monitor the proposed/existing contractors from pre-bid through project completion to ensure that the prescribed protocols for each classification are followed, and to ensure the maintenance of the confidentially of the information on a need-to-know basis, at the levels of classification thereof. This shall include records and that firewalls are in place for computer-based data files. The Consultants shall also be responsible for review of Security Plans, Security Design Plans and for providing recommendations.
QUALIFICATIONS & EXPERIENCE:
Each Consultant Qualifications and Experience shall meet the following minimum requirements:
Minimum of fifteen (15) years' experience in security or law enforcement related work.
Minimum of seven (7) years demonstrated experience in developing, implementing, or enforcing security procedures, in a senior level position, for a major corporation and/or federal, state or municipal (1 million + population) law enforcement agency.
Superior written and oral communication skills.
4-Year College Degree or Degree in Forensic Engineering, or related fields involving securily matters, such as securities fraud; preferred, but not required.
Demonstrated experience and training in anti-terrorism and/or threat and vulnerability assessments; preferred, but not required.
Demonstrated experience in Security Design Review dealing with Physical Access Control (PAC) including but not limited to electronic and physical hardening (i.e., Video Management Systems (VMS), Access Control System (ACS) and Intrusion Detection System (IDS).
