The Georgia Department of Human Services (DHS) is responsible for administering Georgia’s cash, food, and energy assistance programs and under interagency agreements performs eligibility functions for the state’s Medicaid Program, Children’s Health Insurance Program (CHIP), Women, Infants, and Children (WIC) Program, and Child Care Assistance Program on behalf of the Georgia Department of Community Health (DCH), Georgia Department of Public Health (DPH), and Georgia Department of Early Care and Learning (DECAL). Clients use these various forms of assistance to provide the necessities for their families while moving towards economic independence.
Georgia’s Integrated Eligibility System (IES), known as Georgia Gateway, is used by DHS to receive and process applications and perform eligibility determinations for the state’s health and social services programs. The system was originally designed, developed, and implemented in 2017. Major system components include but are not limited to, a customer portal, worker portal (case management), business rules engine, workflow management, and document imaging and management. The system has evolved over time with major modifications, including recent changes to enable the Georgia Pathways Program and to migrate from the State’s North Atlanta Data Center to a cloud platform. Through extensions and amendments to its original base contract, the same IES vendor has continued to operate, maintain, and enhance Georgia Gateway since its inception.
While Georgia Gateway has served the State well, the system architecture lacks flexibility and adaptability, limiting Georgia’s ability to serve its customers efficiently, improve the customer and worker experience across all programs, ensure data security, reduce benefit errors and fraud, and advance the state’s goal of streamlining eligibility. The complexity, time, and expense required to continue to layer additional functionality on the underlying technology is not in the best interests of the State or its federal partners. Additionally, the remaining option year for operations and maintenance support on the incumbent vendor’s contract is set to expire on June 30, 2024.
The State of Georgia is seeking a highly skilled and experienced professional to join our team on a contract basis as a Project Manager. In this role, you will be responsible for overseeing and collaborating with two vendor partners who have been engaged to reimagine the business operations and technical architecture of the Integrated Eligibility System (IES).
Duties & Responsibilities:
Partner with consulting vendors to develop and administer Master Project Schedule
Manage relationships with multiple consulting partners, ensuring effective collaboration
Provide oversight for multiple projects within the program, ensuring they are delivered on time and within budget
Identify potential risks and develop mitigation strategies
Monitor and manage risks associated with the consulting partners' performance
Monitor financial performance against budgets and take corrective actions as needed
Ensure that teams have the necessary resources to meet project requirements
Engage with key stakeholders, including internal teams and agency executives
Provide feedback and support continuous improvement
Ensure compliance with contractual agreements / statements of work
Ensure adoption / adherence to Program Standards
Establish project administration framework including: Requirements Matrix, RAID Log, Project Plan, etc
Establish and facilitate multi-agency project status framework
Assist vendor partners in inventorying and documenting the current state environment
Assist business assessment team in orchestrating stakeholder surveys
Partner with consulting vendor on market analysis and competitive landscape
Partner with consulting vendor in analyzing, identifying, and recommending solutions (Interactive Voice Response, Knowledgebase, Chatbot, Document Management)
Evaluate and recommend procurement channels for each of the recommended solutions. Ensure adherence with Georgia procurement guidelines
Collaborate with Vendor Partners to propose an implementation roadmap
Minimum Qualifications:
Ten years of project management experience.
Ten years of experience communicating project updates both orally and in written form with technical staff, executive management, and user staff.
Ten years of experience with facilitating current state or application analysis sessions and documenting applications through use case process documents and workflow diagrams.
Experience with User Acceptance Testing (UAT) methodologies and documentation.
Ten years of experience with meeting facilitation and documentation.
Ten years of experience with the use of MS Project, Microsoft Visio, Word, Excel, Smartsheet and Jira.
Ten years of experience developing project plans.
Ten years of experience with creating and presenting internal and external status reports and detailed status reports suitable for presentation to the management team.
Ten years of experience tracking work tasks and maintaining project schedules (including work breakdown structures).
Ten years of experience with risk tracking, mitigation, and issue tracking.
Ten years of experience with delivering projects as per agreed schedule, as per the current technical specification (within scope), and within the approved budget.
Preferred Qualifications
Seven years leading data or system modernization projects in a state government domain/agency.
Three years of experience working with health Information Technology systems.
Certified Project Management Professional (PMP).
Three years of experience with Medicaid
Bachelor's degree or equivalent experience in Computer Science, Information Technology, or a related field.
Years of experience required:
