Overview: We are seeking a seasoned IT Project Manager. his hybrid role requires a Project Management Professional (PMP) certification through PMI or VITA's PM certification. The ideal candidate will possess strong expertise in managing complex projects and should be able to work onsite 2-3 days a week. This assignment is expected to extend beyond 06/30/2024, with the potential for a 12+ month extension.

Key Requirements:
Local candidates preferred.
Must possess a valid PMP certification through PMI or VITA’s PM certification (no other certifications qualify).
Must be available for onsite work 2-3 days per week.
Responsible for securing parking through VDOT’s Parking Management Office or arranging personal parking.
Assignment may extend beyond 06/30/2024, likely for 12+ months.
Candidates who have been recently submitted for Project Manager PMP requirements should not be resubmitted.

Responsibilities:
Lead the development and oversight of proposals, statements of work, and RFP responses through the selection and acquisition processes. Facilitate technical and planning aspects of technology procurement.
Collaborate with multi-disciplinary teams to develop project plans, goals, policies, and procedures that align with agency best practices.
Ensure project plans include comprehensive task lists, schedules, risk identification, status reporting, and resource allocation.
Seamlessly transition developed plans to internal VDOT and vendor teams for execution, adhering to PMI best practices.
Provide oversight for project governance, including meetings, reporting, risk management, and quality assurance. Ensure adherence to governance standards throughout the project lifecycle.
Monitor third-party vendor progress and measure against predefined metrics and milestones.
Manage stakeholder relationships at all levels, ensuring alignment with technical objectives and the agency’s overall strategy.

Qualifications:
Minimum of 15 years of overall IT experience, with a preference for technology infrastructure experience.
At least 10 years of experience managing large-scale projects, supported by a bachelor’s degree.
Proficiency in Project Management tools such as Microsoft Project, Visio, and Office.
Strong financial literacy, including experience with budgeting, accounting, and credit management.
Minimum of 5 years of experience in procurement management, including development of SOWs, RFQs, and contracts.
Active PMP certification through PMI or certification under Commonwealth of Virginia Qualification Standards for IT Project Managers.
Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process is highly preferred.
Familiarity with core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) is preferred.
