Job description:
Project Manager / Team Lead The Project Manager is expected to have diverse background in fields such as engineering, information technology, and business management, along with on-hands experience working with Rail Crew Management personnel. Additionally, the Project Manager must meet the following qualifications:
1. A minimum of five (5) years specialized experience crew management, with demonstrated ability in developing and implementing crew management procedures.
1. Proven track record in deploying technical systems, particularly those related to crew management or transportation software solutions.
1. Comprehensive knowledge of Train & Engine (T&E) operations, including a deep understanding of rail labor contracts and union agreements.
1. Knowledge of 49 CFR Part 228 – Hours of Service (HOS) regulations, with the ability to ensure compliance with these standards in the implementation of crew management solution.
1. Expertise in one or more of the following areas: performance management, risk management, modeling, change management, database management.
1. Strong analytical and problem-solving abilities, with a focus on optimizing crew management procedures, improving system efficiencies, and solving complex operational challenges.
1. Excellent data management skills, including experience in data analysis, reporting, and decision-making based on data-driven insight.
1. Ability to lead cross-functional teams, coordinate with stakeholders, and communicate complex technical information in an understandable manner to non-technical personnel.
1. Strong interpersonal skills to manage relationships with rail crew management personnel, executives, and external partners.
Personnel Beyond the Project Manager, the Consultant must identify the key personnel required to fulfill the scope of services
They key personnel shall meet the following minimum qualifications:
1. A minimum of five (5) years of experience in delivering tasks directly related to their responsibilities on similar rail software systems or largescale transportation infrastructure projects.
2. Proven experience working within complex, multi-stakeholder environments, preferably in the transportation or public transit sector.
3. Demonstrated expertise in one or more of the following areas, based on their role: Rail Operations, systems architecture, software development, data management, integration, etc.
4. Ability to present complex technical information in a clear and concise manner to executives, clients, and stakeholders. If any approved key personnel become unavailable, the Consultant must provide a new resume and rate for replacement personnel to NJ TRANSIT for approval before the new personnel begin their duties.
