BACKGROUND/PROBLEM STATEMENT
Contract support is needed to develop and maintain applications for Department of Drug and Alcohol Prevention (DDAP)
INCURRING COSTS
The Department of Drug and Alcohol Prevention (DDAP) is not responsible for any costs or expenses incurred by the contractor for parking.
RESOURCES
HHSDC will supply all necessary hardware, software for daily use as needed to complete assigned work items. The selected resource must be capable of and willing to telework and travel to the official work location as needed.
OBJECTIVES OF ENGAGEMENT
The primary objective of this engagement is for the candidate to provide the ongoing technical maintenance and support of all existing / new DDAP systems.
OPERATIONAL REQUIREMENTS
This position is responsible for completing the work assignments related to the ongoing maintenance and support of all DDAP systems and development of new systems for the department.
The contractor will be required to:
• Incumbent shall use industry best practices and object-oriented techniques during all phases of development and will perform code review of other developers, thus knowledge in this development languages is essential to this job.
• Meets regularly with the application team to establish work assignments, project scheduling, research projects.
• Supports implementation and maintenance of all DDAP applications.
• Assists in developing and maintaining technical documentation, assists the application development team in the HHSDC established “best practices” with regards to coding, documenting, unit testing and integration of new and changed code.
• Adheres to the Bureau’s Project Management Office and SDLC methods and procedures, and perform business analysis and project management tasks as needed
• Collaborate with Web Administrators, Database Administrators & DDAP Project stakeholders to support/troubleshoot systems & applications, and efficiently coordinate Release deployments in all (Production and Non-Production) environments.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
• The incumbent should be proficient using Microsoft Visual Studio and Microsoft SQL Server Management Studio to develop code and projects. The incumbent must also have experience working with ASP.net, VB.net, C#, JavaScript, XML, SQL Server Databases, SSIS, SSRS, Web Services, IIS, HTML, Microsoft Access and Crystal Reports. Familiarity with Azure Dev Ops and SharePoint is also required for this position.
• Experience developing analytical databases using SQL Server Analysis Services.
• Experience developing relational databases using SQL Server.
• Experience developing reports using SQL Server Reporting Services.
• Ability to present ideas (including complex data) to a varied audience effectively, both orally and in writing.
• Ability to learn and develop expertise in proprietary software and agency database systems.
• Ability to balance work between multiple projects and possess good organizational skills.
• Ability to work collaboratively and effectively with colleagues, and as a member of a team.
• Candidates with experience working for Commonwealth of PA or any other state government agencies are preferred.
