Job Description:
The Senior IT Project Manager will be responsible for overseeing the operational planning, establishment, execution, and evaluation of multifaceted IT programs/projects. The role involves managing a set of closely related subprograms or associated activities, including fiscal, operational, administrative, and human resources management. The Senior IT Project Manager will actively seek and develop outside funding sources, serve as the principal point of representation and liaison with external constituencies, and provide day-to-day technical and professional guidance.
Key Responsibilities:
Lead tasks and projects with a commitment to delivering solutions to IRS stakeholders and external partners in strict accordance with project charters, agreements, or contracts, ensuring all efforts align with IRS strategic objectives and compliance requirements.
Assume comprehensive responsibility for the overall performance of projects, meticulously managing scope, cost, schedule, and contractual deliverables within the stringent guidelines and regulatory framework applicable to IRS operations.
Employ advanced project management techniques tailored for the public sector environment to ensure meticulous planning, effective tracking, change control, and risk management, with a particular focus on safeguarding taxpayer information and ensuring project outcomes meet the IRS’s high standards for security and privacy.
Oversee all project resources, including subcontractors, ensuring they meet the IRS’s rigorous standards for data handling, security compliance, and performance expectations, fostering a collaborative environment that prioritizes the integrity and confidentiality of taxpayer data.
Develop and implement an effective communication plan that addresses the unique needs of the IRS project team and stakeholders, ensuring clear, transparent, and secure channels of communication that comply with federal guidelines on information sharing and confidentiality.
Provide daily guidance and direction to the project team, aligning their efforts with IRS goals and ensuring adherence to federal project management standards and practices, thereby fostering a disciplined, efficient, and compliant project environment.
Consistently communicate project status to IRS stakeholders and external partners, maintaining a high level of transparency and accountability while ensuring that all communications adhere to federal standards for privacy and data protection.

Qualifications:
Bachelor’s degree or higher, preferably in business, information technology, or a related field. Master's Degree optional.
Proven experience in managing IT projects, preferably in a senior role.
Strong understanding of project management methodologies and best practices.
Excellent leadership and communication skills.
Ability to manage and coordinate diverse project teams.
Familiarity with the specified tools and technologies is highly desirable.
PMP certification is a plus.
Minimum Eligibility:
Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
