Project Lead (Sr. TBM Financial Lead): Sr. TBM Financial Analyst (Series AR02 Cost Analyst)
1. Certified Technology Business Management Executive (CTBME)-certified (current, unexpired)
2. Bachelor's degree (must present evidence)
3. Expertise and experience in Technology Business Management (TBM):
   a. Leverage standardized IT financial management framework and taxonomy to integrate and streamline CPIC and TBM reporting     b. Provide TBM Enterprise Maturity Strategy and update IT Maturity Plan     c. Assist with updating Organizational Change Management (OCM) and Communications to include stakeholder engagement.     d. Provide administrative support for TBM Governance Board and subsequent TBM Working Groups     e. Devise and update TBM Data Management Strategy     f. Perform IT Financial, Acquisition Reporting and Modeling     g. Provide TBM Program Office training and support     h. Support IT Governance, CPIC, and TBM Integration     i. Perform current state assessment of TBM capabilities and practices     j. Define overall TBM strategy supporting organization     k. Align data to TBM taxonomy to describe cost source, technologies, IT resources, application, and services
   l. Provide multi-year TBM implementation roadmap to outline short-term and long-term goals with target timeline and resource needs     m. Establish automated, repeatable, and sustainable TBM processes     n. Demonstrated leadership in the industry with cost modeling and TBM solutions     o. Provide a strategic framework to integrate TBM’s taxonomy across PHA, OA, CPIC, IT Dashboard reporting, to the greatest extent practicable     p. Support a TBM pilot to accomplish the following objectives: pilot cost modeling and supporting tool(s) for highest value creation; establish foundation for permeating and growing TBM capabilities and practices; support preliminary benchmarking and analysis; align TBM and CPIC processes and data requirements, as practicable; demonstrate TBM capabilities and value, and pursue Component’s TBM buy-in; and establish compliance with OMB, Federal Information Technology Acquisition Reform Act (FITARA), and other agency and federal mandates and policies.     q. Provide cost modeling support in the context of TBM to better understand IT costs     r. Establish a cost modeling foundation for data-driven IT investments and strategic IT decision-making
