Job: Technical Specialist- Mid Level
Location: Remote
Duration: Long term Contract

The Technical Specialist is a senior-level resource with specialized knowledge and experience in a specific technology. The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems.

• MMIS / CMS certification experience or CMS Medicaid Enterprise Certification Life Cycle process experience.
• Required 5 Years State government/public sector experience with health and human services programs (Medicaid, MMIS, claims processing, eligibility, HHS analytics).
• Required 5 Years Experience documenting business process flows and related JAD, and RFP development/review actions.
• Highly desired 5 Years Experience executing against multiple priorities/projects including with knowledge of scope, schedule, quality, and change management.
• Required 7 Years Experience documenting status reports, standard operating procedures (SOP), policies and procedures, CMS documentation related to MMIS Certification.
• Required 7 Years Experience with or extensive knowledge of implementation/SDLC methodologies, e.g., Agile, waterfall, hybrid and/or iterative.
• Highly desired 5 Years Experience working in Medicaid, Health IT, Health Insurance environment.
• Required 7 Years Excellent communication skills, both verbal and written.
• Required 7 Years Project Management experience.
• Required 7 Years Requirements gathering experience including experience eliciting requirements from business owners.
• Highly desired 5 Years Demonstrated experience using project tracking tools (Microsoft Project, (e.g., Jira, Service Now, other).
• Required 7 Years Medicaid, MMIS, claims process or related technical experience.
• Highly desired 5 Years Knowledge of MITA 3.0 and CMMI (Capability Maturity Model Integration) or related experience.
• Required 5 Years Leadership, management, oversight of BAs or related experience.
