1.1 Background The SaskEnergy Digital, Technology and Security (DT&S) Application Maintenance and Support (AMS) team is seeking proposals for a Senior Development, Maintenance, and Support Resource. SaskEnergy’s environment consists of a comprehensive web environment utilizing the following technologies: HTML, JavaScript, CSS, XML, JSON, .Net, and Angular. Our web hosting environment is Internet Information Services 10 (IIS). Our development environments include: .NET 6, Angular 14, DevOps, and PowerBuilder. Other technologies used include SQL Server 2008 - 2019 as well as Oracle 19c. Our server environment consists of Windows Server in a virtualized (VMWare) environment, AIX and Oracle Solaris. SaskEnergy’s client operating system is Windows 10 Enterprise. Some of SaskEnergy’s larger application imprints are: EnterpriseOne, ESRI, Content Server, Customer Care and Billing, CLICK, Quorum, Cherwell, DocuSign, IFS, and Jira. SaskEnergy currently utilizes the following platforms: Microsoft Azure, Microsoft DevOps, Office 365, Microsoft Office, SharePoint Online, EnterpriseOne, ESRI ArcGIS Enterprise 10.9.1, BizTalk 2020, Oracle Access Manager 12.2 (OAM) and Oracle Utility Analytics.”

1.2 Description Of Requirements

The successful Senior Resource candidate will: 1. Work within the Digital, Technology and Security – Application Management and Support (AMS) team; 2. Have the ability to work as part of a larger team as well as independently; 3. Have proven ability to switch focus quickly, learn new skills, and effectively prioritize work items, with minimal direction; 4. Have the ability to troubleshoot and work through complex technical issues; 5. Develop and maintain good documentation; 6. Have proven ability to transfer knowledge; 7. Participate in and perform code reviews; 8. Mentor junior and intermediate resources; 9. Identify and assist in the coordination of ongoing maintenance tasks, i.e., application and database server upgrades; 10. Work as a project team member in required technical roles including operational acceptance lead ensuring that projects delivered are transitioned to Operations effectively; 11. Work closely with business and other Digital, Technology, and Security team members on a day[1]to-day basis to address production support issues as well as changes and enhancements to existing applications; 12. Follow SaskEnergy’s established change management processes.

The proposed Senior Resource candidate must have the following skills listed below to be considered:

  • Must have a minimum of ten (10) years development experience using VB .Net; 2. Must have a minimum of ten (10) years database scripting experience using SQL Server 2012 or greater (Queriers, Store Procedures, Data Modeling) or Oracle 10g or greater; 3. Must have a minimum of five (5) years experience in PowerBuilder 2017R3 or greater; 4. Must have a minimum of five (5) years administrative and development experience in BizTalk 2016 or greater; 5. Must have a minimum of five (5) years administrative and development experience in Cherwell CSM 10.4.3 or greater; 6. Resource will be required to work and be located full time on-site at SaskEnergy Head Office in Regina, SK; 7. Must have a recognized bachelor’s degree or technical diploma in computer science, information systems, engineering, or a related discipline.
  • The proposed Senior Resource candidate preferably have the following skills listed below: 1. Have a minimum of ten (10) years experience configuring and deploying applications in Internet Information Services (IIS) 7 or greater; 2. Have a minimum of five (5) years development and integration experience with modern Web APIs (REST and SOAP); 3. Have a minimum of five (5) years experience with each of Visual Studio Team System, Test Tools, and Studio Code; 4. Have a minimum of five (5) years experience in PowerShell; The key skills and knowledge areas required for the Senior Resource are outlined in attached Appendix C - Supplementary Specifications. North American job experience is considered an asset for this proposal. Proponents are encouraged to provide specific and qualitative verbiage of other areas where their expertise can add value to our teams, and make our projects as successful as possible. We are looking for a well-rounded resource to fill this role.
  • The preference for start date is as soon as possible. The initial term for this role will conclude on March 31, 2025.
