BACKGROUND/PROBLEM STATEMENT

Contract support is needed to augment work performed by state staff who support the PA-Community Health’s Organized Camp System and enhancement project works.

INCURRING COSTS

The PA Department of Health is not responsible for any costs or expenses incurred by the contractor for parking.

RESOURCES

HHSDC will supply all necessary hardware, software for daily use as needed to complete assigned work items.  The selected resource must be capable of and willing to telework and travel to the official work location as needed. The contractor work location will primarily be located at 2525 North Seventh Street, Harrisburg PA. 

OBJECTIVES OF ENGAGEMENT

The primary objective of this engagement is for the candidate to provide the ongoing technical support and development of the Organized Camp Online Application project phases.

•             Provide technical support for Organized Camp Application projects and enhancement works.

•             Trouble shoot issues with the existing Organized Camp intranet application.

•             Support of the Organized Camp and other Community Health Division applications.

•             Provide technical knowledge/support for the Project release and deployment of Organized Camp Online application Project.

OPERATIONAL REQUIREMENTS

This position is responsible for completing the work assignments related to the ongoing Organized camp enhancement project, maintenance, and support.  The work includes analysis, design, development, implementation, maintenance, testing, data extraction, reporting of all applications supporting Division of Community Health.

The contractor will be required to:

•             Understand the Organized Camp application system and the enhancement requirements.

•             Lead in the application development tasks and complete the project phases on time.

•             Work with ADA and assist in development of Organized Camp project phases.

•             Review development tasks and update in the Azure Dev Ops

•             Work with BA and program users/SMEs on the system requirements

•             Assist in the application testing, fixing, release deployments as needed.

•             Incumbent shall use industry best practices and object-oriented techniques during all phases of development and will perform code review of other developers, thus knowledge in this development languages is essential to this job.

•             Meets regularly with the application team to establish work assignments, project scheduling, research projects.

•             Assists in developing and maintaining technical documentation, assists the application development team in the HHSDC established “best practices” with regards to coding, documenting, unit testing and integration of new and changed code.

•             Adheres to the Bureau’s Project Management Office and SDLC methods and procedures. The incumbent shall perform business analysis and project management tasks as needed by the Team.

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
 

•             The incumbent should be proficient using Microsoft Visual Studio and Microsoft SQL Server Management Studio. The incumbent must also have experience working with ASP.NET, CORE, MVC, C#/VB.NET, JavaScript, XML/JSON, SQL Server Databases, SSRS, Web Services, IIS, HTML5, CSS3, Bootstrap and jQuery.

•             Familiarity with Azure Dev Ops and SharePoint is also required for this position.

•             Experience developing analytical databases using SQL Server Analysis Services.

•             Experience in design and developing relational databases using SQL Server.

•             Experience developing reports using SQL Server Reporting Services. 

•             Ability to present ideas (including complex data) to a varied audience effectively, both orally and in writing.

•             Ability to learn and develop expertise in proprietary software and agency database systems.

•             Ability to balance work between multiple projects and possess good organizational skills.

•             Ability to work collaboratively and effectively with colleagues, and as a member of a team.
