Contract will extend another couple years if performance is meeting expectations.  No max bill rate.  May work 100% remote, however, should they want the contractor to report onsite for a meeting approximately once per quarter the contractor must oblige and travel expenses will not be reimbursed.  Please carefully consider your bill rate.  See attached.

The ReEmploy USA Consortium is comprised of three states sharing an Unemployment Insurance system. The solution helps customers with filing and tracking payments from their unemployment insurance claims. It also assists employers with employee verification and filing information. Consortium team members provide a crucial role in aiding state employees in the support and upgrade of the system. As a Consortium team member, you will facilitate collaboration and coordination between states, provide technical insights for the health and maintenance of the solution, assist in vendor oversight, and assist with the Consortiums “forever modern” approach. As a business analyst for the Consortium, you will help maintain project documents, facilitate, and document meetings, assist with technical documentation, work with development and business teams, and aid in the project management process.

Requirements:

•             A deep desire for a career path leading to project management.

•             Adept at organizational change and lean processes

•             A good understanding of project and program management

•             Proven ability to work with various software development life cycles (SDLC) such as SAFe, Scrum and DevOps

•             Firm grasp of UML or other modeling techniques

•             Ability to assist the PMO in tracking tasks, defects, and stories.

•             Elicit and document detailed functional and non-functional requirements, user stories, and use cases.

•             Develop test scenarios and test scripts for projects and defect resolution.

•             Address risks and other issues as they arise.

•             Lead small project implementations with minimal supervision.

•             Create and maintain system/application documentation.

•             Assist with project setup and closeout.

•             Gather requirements or user stories.

•             A CAPM is preferred, but not required.

•             1 Year experience with Java, Spring Boot, Angular or similar technologies

•             Proficient in office automation tools (Outlook, Word, etc.)

•             Excellent problem solving and analytical skills.

•             1 year experience with Jira and Confluence

•             Excellent verbal and written communication skills

•             3 years’ experience as a project coordinator or business analyst

Education:

•             A bachelor's degree in CIS or another technical field preferred

Preferred Experience:

•             Experience in financial and budgeting preferred.
