Position Overview:

The Government of New Brunswick's Provincial Health Application Services (PHAS) is seeking a Senior Business Analyst to support the operation, maintenance, and enhancement of various health applications. The Senior Business Analyst will work closely with the technical support team, Team Lead, Subject Matter Experts, and primary stakeholders to ensure alignment and coordination of business requirements with IT requirements. The role will involve both steady-state and project-based efforts.

General Duties:

  • Support the software development team.
  • Work with clients and development team members to elicit requirements, write user stories, define goals, document requirements, and analyze business functions.
  • Identify business workflows and determine stakeholder needs.
  • Author test case specifications, requirements traceability documentation, and contribute to test plans.
  • Support and contribute to Agile practices adopted by the development team.

Key Responsibilities:

  • Collaborate with Provincial Health Application Services Technical Strategists to ensure business requirements are met by IT solutions.
  • Document new processes to support business delivery of health programs and services.
  • Maintain close working relationships with various business lines to ensure alignment of business and IT requirements.

Mandatory Skills:

  1. Education:
    • A Bachelor’s degree in Computer Science, Business Administration, or a related discipline. Equivalent combinations of education and experience may be considered.
  2. Experience:
    • Minimum 5 years of experience as a Business Analyst, including requirements gathering, use case analysis, detailed design activities, and developing documentation and training materials.
    • Minimum 5 years of experience in the IM/IT field.

Desired Skills:

  1. Health Analytics/Reporting:
    • Recent experience (1+ year) as a Business Analyst on health analytics or health reporting database systems for Regional Health Authorities or the Department of Health in Canada.
  2. Workshop Facilitation:
    • Minimum 5 years of experience facilitating workshops and working sessions with stakeholders to gather clear and concise business requirements, system requirements, gap analysis, and use cases or user stories.
    • Experience in validating and prioritizing requirements and business needs in an operational environment.
  3. Power BI and Cognos/Impromptu:
    • Experience gathering and documenting requirements for Power BI dashboards and reports (1+ year).
    • Business analysis experience working with Cognos/Impromptu reports (6+ months).
  4. Workflow and Process Analysis:
    • Minimum 5 years of experience analyzing and documenting workflows, business processes, and standard operating procedures.
  5. Testing and Documentation:
    • Minimum 5 years of experience preparing test plans, test cases, and supporting user acceptance testing initiatives.
    • Experience contributing to and documenting various training (user) guides, system support documentation, and tools.
  6. Certifications:
    • Business Analyst certifications such as IIBA-CBAP or IIBA-ECBA are highly desired.
