We are seeking a highly skilled CDL and ISR Terminal Database Analyst to join our team. The selected candidate will be responsible for the development, implementation, updating, fielding, and maintenance of the existing CDL (Common Data Link) and ISR (Intelligence, Surveillance, and Reconnaissance) Terminal Database. This role involves ensuring inventory visibility of CDL and ISR Data Link terminals, tracking and analyzing acquisition, migration, and sustainment activities, and continuing ongoing development of requirements, requirements tracking, and test documentation.
Key Responsibilities:
- Database Development and Maintenance: Develop, implement, update, field, and maintain the existing CDL and ISR Terminal Database to provide inventory visibility and track acquisition, migration, and sustainment activities.
- Annual Data Calls: Conduct annual data calls as directed by CDL oversight executive to maintain an inventory of current Service and COCOM Airborne ISR and Unmanned Aerial Vehicle (UAV) aircraft, terminals, antennas, specified technical details, and related ground terminal equipment. Include Service fielding and acquisition plans through the Future Year Defense Program (FYDP) and estimated projections out to 15 years.
- CDL Enterprise Modernization Report: Produce a CDL Enterprise Modernization Report following the data call, quantitatively characterizing Service and SOCOM efforts to transition off legacy waveforms and encryption and onto the current enterprise baseline.
- Facilitate Interactions and Gather Feedback: Facilitate interactions with the CDL community, solicit feedback regarding new requirements, requirements priority, usability, and incorporate feedback into longer-term plans for Database evolution.
- Platform and Terminal "Factbook" Development: Develop a Platform and Terminal "Factbook" documenting platform characteristics, key performance, terminal variants, and their attributes.
- Participation in Meetings and Panels: Participate in existing quarterly IPT meetings, oversee and coordinate new CDL IPT and annual Senior Review Panel (SRP) meetings, and provide analytic support to industry discussions.
- Support for Analytical Processes: Provide analytic support for Integrated Acquisition Portfolio Reviews (IAPRs) or Competitive Acquisition Pathfinders and participate in Working IPT/Technical WG and CDL Modernization Working Group meetings.
- Participation in Roadmap Development: Participate as PSA representative to Joint Staff and EA led CDL Roadmap development and update efforts, ensuring alignment with higher-level strategy and policy guidance documents.
- Support for CDL Budget Submission Proposal Process: Support the annual CDL Budget Submission Proposal process to ensure CDL investments align with Vision and Roadmap goals and objectives.
Required Skills:-
- Development of technical analyses and assessments to include CDL waveform specifications for CDL capable systems (5+ years required),
- Demonstrated expertise in acquisition and development of capabilities for CDL & ISR communications systems,
- Conduct analysis and operations research (e.g., cost, performance, schedule, and risks) of CDL & ISR communications capabilities and systems,
- Expertise with DoD PPBE, Acquisition Process, and JCIDS processes (2+ years required but 10 years preferred),
