DCH is in the process of transforming the existing legacy Medicaid Enterprise Systems (MES) into a modern, loosely-coupled,

seamlessly-integrated, modular system where the exchange of data and processes is seamless and automatic. DCH is seeking a
qualified candidate to serve full-time on a contract basis as a Mulesoft Solution Architect. The qualified candidate will provide oversight,
direction, and support in the architectural design and development of a Mulesoft deployment as part of the Medicaid Enterprise System
Transformation Program on the MES Integration Platform and API Gateway. The qualified candidate must work efficiently and
effectively and possess strong organizational, communication, and leadership skills along with specific, documented experience with
Mulesoft, system integration, and other technical competencies. The candidate will work under the direction of the Senior Program

Leader and Chief Enterprise Architect, but will have defined responsibilities and areas of specialty and oversight.

Duties & Responsibilities:
• Design and develop robust MuleSoft applications and APIs in a private cloud environment, particularly within MuleSoft
Government Cloud
• Integrate MuleSoft applications with various AWS services, ensuring seamless functionality and performance
• Stay updated with the latest MuleSoft features and AWS services, continually enhancing application capabilities
• Collaborate with cross-functional teams (in-house and Vendor), including business analysts, architects, and quality
assurance professionals, to gather and document integration requirements ensuring alignment with business objectives,
configure and test a Proof of Concepts of MuleSoft. Use cases include: SFTP File Ingestion, API Development, Data
Validation and Mapping, Loading of Operational Data Store and Loading of Snowflake
• Identify, Analyze, Architect and Develop interfaces and integration flows using Mule 4 Anypoint platform including Mule
Runtime, Connectors, Design Centre, and API management in microservices architecture.
• Develop solution features following MuleSoft development best practices, ensuring solution performance and system
scalability.
• Lead the full development lifecycle, from design and development to testing, deployment, and support. Continuously
monitor and optimize integration processes for performance, scalability, and efficiency.
• Secure data at rest and transit using MuleSoft and/or AWS services
• Control event flow and handle errors. Process batch records. Implement different streaming strategies using Mule 4 and/or
Kafka and/or AWS services
• Create prototypes for new solutions based on business requirements and user feedback
• Implement maintainable and modular Mule applications and their Maven builds
• Develop and maintain API documentation, including specifications, guidelines, and best practices.

Required Qualifications
• 2+ years demonstrated expertise designing, implementing, and supporting Enterprise-grade technical solutions meeting
complex business requirements
• Deep understanding of REST, HTTP, MQ, JSON, XML and SOA Design and develop enterprise services using RAML in
Mule, REST based APIs, SOAP Web Services and use of different mule connectors.
• Extensively worked on Anypoint Studio and used it to interface application services by utilizing connectors, components,
transformers, filters, flow Control, message routing, Active MQ, Kafka, JMS, and Error Handling.
• Understanding of MuleSoft Development best practices with respect to using fragments, templates, logging and error
handling frameworks, common data-model design/ validation, property value encryption, considerations when using Object
Store, scheduled jobs, duplicate data detection/handling
• Experience providing technical solutions development for cloud and SaaS applications using JEE and/or JSE frameworks
• Proficiency in AWS services and their integration with MuleSoft applications
• Knowledge of Open-Source architectures and/or past contributions to open source projects
• Excellent written and verbal communication skills and strong cognitive ability especially with respect to understanding,
documenting, and describing complex technical subjects
• Understanding of MuleSoft Development best practices with respect to using fragments, templates, logging and error
handling frameworks, common data-model design/ validation, property value encryption, considerations when using Object
Store, scheduled jobs, duplicate data detection/handling
• MuleSoft Certification Required: MuleSoft Certified Platform Architect - Level 1 and/or MuleSoft Certified Integration
Architect - Level 1 and/or MuleSoft Certified Developer (Level 1 or 2)
Preferred Qualifications and Experience
• Experience with REST API Management technologies and standards
• Experience leveraging AWS or Google services to design, and build APIs
• Experience with integration with Salesforce applications
• Experience working in DevOps environment and creating deployment pipelines
• Interface architecture knowledge with one or more on-premises / SaaS packaged solutions for ERP, CRM, e-Commerce, or
mobile (e.g., Salesforce.com, ServiceNow, Workday, etc.)
• Bachelor's degree in CS or equivalent industry experience
• Experience delivering in waterfall, scrum, agile, and other methodologies
• Design, development, and operations experience with highly available, scalable, and fault tolerant systems
• Experience designing public and private enterprise secure services using RAML and REST based APIs
• Experience profiling and troubleshooting Java application code
• Experience working with Medicaid or in Medical Environments
• Experience with FHIR
• Experience working with PII and PHI Data

Education
• Bachelor's degree in computer science, information systems or related specialty from an accredited college or university
AND Ten years of job specific experience that includes system analysis, design and development, and relationship
management.
