Delphi Client Server system with user interface and business libraries.
COTS DevExpress Delphi user interface controls are widely used in SSIS.
Most of the business rules (except user edit rules) are repeated in Delphi business layer and backend Oracle database.
Most of the users access SSIS client server through Citrix XenApp/Azure Virtual Desktop.
Through database consolidation initiative, County SSIS databases are centrally located in different schemas in Oracle.
Case access management by another County is done by submitting a request in SSIS.
Most of the integration and interoperability is done in database layer using Oracle DB links - some counties are leveraging Delphi business libraries exposed through SOAP Server.
Different EDMS systems exist in the counties, but State SSIS leverages EDMS (IBM FileNet) for state content.
Most of the information sharing (extracts) from MMIS, MAXIS, and PRISM are either daily or monthly. Given feedback from stakeholders, business analysis, current system technical and architecture analysis, and a list of key stakeholders desired outcomes, we are looking for the following deliverables:
1. Alternatives Analysis
a. List different potential system implementation alternatives, such as COTS, Custom build, enhancing existing system, etc.
b. Rate/score each alternative utilizing a set of criteria specifically developed based on the business requirements and gap analysis.
i. See attached Appendix A for a set of needs identified by our previous work.
2. Cost Benefit Analysis
a. Provide a potential estimated cost for alternatives.
b. Quantify cost benefits associated with each alternative.
c. Recommend the most favorable alternatives.
3. Develop final recommendation for Child Welfare Information Systems (CCWIS) implementation.
a. Final recommendation may be a hybrid of different alternatives analyzed.
b. Final recommendation is specifically tailored for MN DHS to ensure feasible implementation path.
c. Recommendation should also include a short-term option as well as a long-term option.
4. Create Final Recommendation Presentation and present to MN DHS and MNIT@DHS.
Minimum Qualifications
Vendor must have at least five (5) years’ combined experience working with State and Federal
Government projects.
Vendor must have at least two (2) engagements lasting at least three (3) months, working with
technical assessment and recommendation on legacy IT systems (i.e. COBOL, DELPHI, etc.).
Desired Skills
Experience working with IT, business, and other stakeholders.
Experience working on State and Federal Government projects that are related to CCWIS
(Federal Regulations for Child Welfare Information Systems).
