Description

PURPOSE AND DISTINGUISHING CHARACTERISTICS
The successful candidate will work with existing staff to provide application development, software maintenance, and administration for the Utah Department of Health and Human Services (DHHS) - Division of Population Health - Informatics Program (DPHIP). This work will focus on performing duties as required for all systems managed by DPHIP. This includes application enhancements to data collection, processing, storage, and analytic systems used by staff at DHHS, all local health departments, and multiple tribal public health organizations. They will enhance systems used for the collection of laboratory test order information; reporting of laboratory test results; reception and processing of electronic laboratory reports, case reports, and other disease surveillance data; analysis and visualization of operational metrics for test processing, case identification, contact tracing, and other epidemiological functions. They will be required to develop enhancements to existing systems as well as participate in the development of new and replacement systems as needed. Support for integrations between various existing and new systems will be established or enhanced. This is a remote work position with the option to work in a State office up to 2 days per week.

Discusses requirements with end users and provides software suggestions and recommendations to users to help them understand potential limitations and challenges.

Reviews and evaluates proposals to determine feasibility and compatibility.

Designs relational databases that meet user needs in accordance with best practices.
Selects testing methods to evaluate the success of both software upgrades and modifications.

Adapts automated testing system(s) to ensure application functionality and stability
Prepares software documentation for future reference and maintenance needs.
Establishes and documents standards for use and operation of software.
Troubleshoots and fixes software issues and bugs.

Makes adjustments to optimize performance.

Anticipates the impact that new or modified software will have on existing standards and systems.

Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.

Provides technical assistance on agency issues, services, program(s), and/or computer software, etc. Evaluates software and hardware products for possible purchase.

The developer will need to have an advanced understanding of technologies and data formats currently in use including PHP, Drupal, HL7, XML, JSON, PostgreSQL, and Mirth/NextGen Connect
