Enterprise Analyst (ISR)

We are seeking a qualified ISR Enterprise Analyst to join our team. The selected candidate will be responsible for providing technical analyses, assessments, and recommendations for network and communications systems in support of portfolio management and acquisition decisions related to national and military ISR (Intelligence, Surveillance, and Reconnaissance) user segments, mission management, and ground infrastructure.

Key Responsibilities:

  • Technical Analysis and Assessment: Conduct technical analyses, assessments, and recommendations for network and communications systems to support portfolio management and acquisition decisions, including those related to Integrated Acquisition Portfolio Reviews (IAPRs) and Competitive Advantage Pathfinders.
  • Cost, Schedule, Performance, and Supportability Assessment: Evaluate the cost, schedule, performance, and supportability of ISR systems and portfolios. Report outcomes and status to DASD Leadership.
  •  Provide technical advice and assistance on joint service, allied, and coalition ISR programs and architectures.
  • Technical Advice and Assistance: Data Discovery and Information Sharing: Support data discovery, technical exchanges, and information sharing to improve the acquisition, technical, and portfolio management oversight of ISR systems and networks.
  • Defense Acquisition System Support: Assist in all elements of the Defense Acquisition System (DAS), including the Joint Requirements Oversight Council and the Planning, Programming, Budgeting, and Execution (PPBE) process for the National and military ISR enterprise.
  • Support for Legislative Process: Compile data for use in the legislative process, including drafting testimony, appeals, responses to congressional inquiries, Inspector General Audits, and General Accountability Office investigation documentation.
  • Interoperability Assessment: Assess interoperability, integration, design, systems engineering, and performance capabilities of military ISR systems, subsystems, and portfolios. Support modeling and simulation (M&S) activities to assess gaps and vulnerabilities across the ISR enterprise.
  • Engagement with Governance Structures: Engage with supported governance structures as assigned, including the DMAG, JROC, DAB, Command Control Communications Leadership Board (C3LB), Oversight Committee, Innovation Steering Group, Rapid Defense Experimentation Reserve (RDER), and others as necessary.
  • Support for Special Access Program (SAP) Activities: Counsel, participate in, and support special access program (SAP) activities as tasked, including portfolio management..

Qualifications:

  • Development of technical analyses and assessments supporting portfolio management of intelligence, surveillance, and reconnaissance (ISR) capabilities (10 years required and 25+ years preferred),
  • Engaged and provided expertise in joint service, allied, and coalition ISR programs and architectures,
  • Developing Defense Acquisition System supporting documents including plans and guidance, policy development and implementation (e.g., Adaptive Acquisition Framework), portfolio monitoring and advocacy,
  • Demonstrate expertise in ISR sensors (e.g., covering full spectrum of RF, EO/IR, SIGINT, etc…),
  • Conduct analysis and operations research (e.g., cost, performance, schedule, and risks) of ISR capabilities,
  • Expertise with DoD PPBE System (2+ years required but 10 years preferred),
  • Working with/on OSD, Joint Staff, or Service level staff

 

Education

10+ years of plaexperience
