Position Description

The State is pursuing an HR Digital Transformation initiative to transition from multiple disparate systems to a more modern, integrated solution. The objectives of the HR Digital Transformation project are to procure and implement a system that will enhance the capabilities provided in the current solutions (Cornerstone on Demand – Learning Management and Performance Management, PeopleAdmin – Position Description Management, NeoGov–Recruitment/Applicant Tracking, SAP – HR components in the on-premise solution, such as OrganizationManagement, Personnel Administration, Time, Benefits, and Reporting). The candidate will work under the supervision of a contract Program Manager and will assist incompletion the duties and deliverables described below. Duties Includes

The candidate will be responsible for assisting the Program Director, as necessary, indeveloping short and long-term strategies, evaluating and analyzing various software solutions,researching industry best practices, establishing the HR Digital Transformation Program Office,and creating deliverables (business case, status reports, requirements documents, stakeholdercommunications, etc.)

assist Program Director in establishing the HR Digital Transformation program office 
draft the business case for the project facilitate communication efforts to gain buy-in from State Executive Leaders and Legislative bodies 
design a comprehensive strategy and identify objectives to achieve an overall successful outcome, assist in designing a change communication strategy and serve as a champion for the project develop project timelines necessary to achieve the desired outcomes 
ensure the project is in scope, on-time and within budget, 
determine appropriate staffing resources for the project and deployment of resources, 
recommend operations and maintenance resource staffing levels, 
centralized, consistent goals and direction for the core project team, 
assist with effective program and project change management, communication and trainingplanning and execution 
milestones and deliverables are identified, achieved, accurate and in line with the project plan, 
project status is regularly, accurately and timely communicated, 
solution proposal and resolution of complex issues, 
issues and risks are identified early, escalated and resolved, 
customer and stakeholder needs and expectations are fulfilled, 
ensures the solution meets requirements, regulations, specifications and fulfills its intendedpurpose, 
continuous monitoring and evaluation from inception to completion, and 
support the team on the development of the HR RFP(s) 
assist in development, review and support facilitation of the evaluation process for the HCMcompetitive evaluation 
Review implementation service provider deliverables to help ensure consistency with SOWand state expectation 
Support OSHR Programs as requested and ensure project/program integrations as necessary 
Develop documentation in support of OSHR Programs and processes where identified as 
necessary to understand the "As Is" and "To Be" processes and for consideration in 
communication, training and change management 
Support special projects as designated by OSHR specifically as it relates directly or indirectlyto the HR Digital Transformation Program

Skills Required

Required experience of 7 years in following:

Project management experience that meets the needs of a large complex entity - 7 years
State Government ERP project management experience - 7 years
State Government HR business process knowledge - 7 years
Knowledge of SAP ERP on-premise HR-Payroll or similar ERP - 7 years
Experience implementing cloud HCM solutions, preferably from at least 2 different vendors
Effective stakeholder coordination and consensus building - 7 years
