Client : State of NC
Data Analytics Program Director role for 9-months to develop Data Governance, standards, and analysis of HR data metrics.
This position will work remotely for the duration of the assignment.
The Office of State Human Resources (OSHR) is seeking a candidate to manage the organization’s HR Data Metrics program, which was put in place in fall 2020 to identify and track the appropriate overarching metrics for North Carolina State agencies and universities. The ongoing development of such a metric system will enable the State to better track critical trends in the State's workforce and provide regular reporting at certain frequencies to best measure North Carolina’s metrics based on National/Industry standards.
Working with OSHR data analysts and business stakeholders, as well as other data analysts focusing specifically on COVID-19 metrics, the candidate will perform the following duties:
• Continue to identify the most relevant HR metrics and appropriate benchmarks that align with national metrics being tracked so that we can monitor the state's progress
• establish guidance for agencies on their overall HR metrics, including data quality improvements
• establish data governances' structure, policies and procedures
• recommend actions to improve specific issues/negative trends impacting one or more agencies, or the State overall
• lead the efforts of data analysts focusing on COVID-19-specific data analytics.
• lead the effort of data analysts focusing on Temporary Solutions specific data analytics needs.
• utilize tools to produce dashboards and trend lines (Excel, Power BI, Tableau)
• Implement processes to automate the data retrieval and generation of Tableau dashboards and present those in SharePoint
• ensure the appropriate reports, dashboards and visualizations are produced to meet business needs.
• ensure legislative reports and employee statistics for OSHR’s website are produced accurately and timely.
• develop a timeline with task lists to ensure data and reports are provided according to the established schedules.
• lead the data analytics team in documenting the processes and procedures for producing required reports and dashboards
• present data analytics findings and key takeaways to OSHR Executive Leadership
The data sources OSHR currently utilizes for HR data analytics are as follows:
• NeoGov – Recruitment/Applicant Tracking,
• SAP – HR-Payroll on-premise solution - Organization Management, Personnel Administration Time and Leave, Benefits, Payroll, and Business Objects (BOBJ) for BI reporting
• SmartSheet data collected from agencies and employees.
• SharePoint – data collected from agencies and internally for Temporary Solutions organization
• Cornerstone on Demand – Learning Management and Performance Management
• PowerSchool/PeopleAdmin – Position Description Management
• US Census data
• Labor Market data
Ability to translate business requirements into technical solutions
