Project DescriptionThe (WSDOT) Technology Services Division (TSD), is currently conducting a large scale Information Technology project which requires the services of an expert-level Information Technology Business Analysis (BA) practitioner.
Location

Depending on the specific project for which Information Technology Business Analyst services are being provided, the work awarded under this contract will generally be performed at one or more of the following locations:

•       WSDOT HQ/ELG Building – 7345 Linderson Way, SW, Tumwater, WA 98501.

•       Remotely from the candidate’s home office (up to 100% depending on the phase of the project).

•       Depending on specific project needs, occasional travel to other WSDOT locations around the state may be required.

Scope

This position will serve as an expert Information Technology Business Analyst within the IT Service Management / REMEDY Modernization project using expert, specialized knowledge, experience, and expertise in IT Business Analysis based upon International Institute of Business Analysis (IIBA), Business Analysis Body of Knowledge (BABOK) methodology to:

•       Develop process models of business processes;

•       Develop workflow models of business processes;

•       Develop conceptual and logical data models;

•       Develop business rules models;

•       Perform scope management;

•       Define functional interaction requirements specifications;

•       Define non-functional requirements specifications

•       Perform requirements management; and

•       Develop business requirements using techniques such as:

  1. Process mapping
  2. Workflow modeling
  3. Conceptual and logical data modeling
  4. Business rules modeling
  5. Use case modeling
  6. Scope management
  7. Requirements management

This position will be ultimately responsible for delivering the appropriate functional and technical design documentation for the project to allow all project work to be completed.

Work Requirements

Specific duties include (but are not limited to): Elicit, analyze, and document business requirements and business rules from business stakeholders and business subject matter experts:

  • Facilitate meetings with business management and staff, elicit and analyze business needs from business customers and Subject Matter Experts, and translate those needs into business approved product scope (not project scope) and product requirements (not project requirements).
  • Facilitate meetings with business management and staff, elicit and document current and proposed business process and business rules/logic.
  • Elicit and create IT Pre-Project Scoping Statements (PPSS) for consumption by TSD management in their resource planning activities.
  • Identify and apply appropriate Revised Code of Washington (RCWs), OCIO Policies, Standards & Guidelines, and ETPMO Standards & Practices in product scoping efforts with clients.

Elicit, analyze, and create business process and needs documentation at a level of detail defined by the project manager and the project’s software development or acquisition methodology:

  • Analyze business processes, business rules, and workflows and document using requirements management software such as Sparx Enterprise Architect or Jama to produce business process maps, as-is and to-be business workflow diagrams, IT capability assessments, business rules, business glossaries for consumption by IT Project teams.
  • Analyze business processes and create system context diagrams, use case diagrams, system use cases, domain models, and other required IT specification documentation.

Monitor and control product scope (not project scope) and product requirements (not project requirements) for assigned IT project:

  • Trace requirements to stakeholder needs, and stakeholder needs to business objectives.
  • Prioritize requirements with the business.
  • Document Baseline requirements for the business.
  • Facilitate Business approval of product requirements.
  • Facilitate IT project team approval for product requirements.
  • • Track delivery of product requirements.
Deliverables

Working with the WSDOT TSD ETPMO Manager, Subject Matter Experts and Project Teams, the Contractor will be responsible for the creation, maintenance, and submission of such Business Analysis deliverables as:

  1. Creation and maintenance of Stakeholder Analyses
  2. Creation and maintenance of Stakeholder Capabilities
  3. Creation and maintenance of Business Context Diagrams
  4. Creation and maintenance of Process Maps
  5. Creation and maintenance of Workflow Diagrams
  6. Creation and maintenance of Product Scope
  7. Creation and maintenance of Candidate Use Case Diagrams
  8. Creation and maintenance of Business/Conceptual Data Model
  9. Creation and maintenance of State Transition Diagrams
  10. Creation and maintenance of System Use Cases
  11. Creation and maintenance of Logical Data Models
  12. Creation and maintenance of Logical Class Models
  13. Creation and maintenance of Business Layer Software Functions
  14. Creation and maintenance of Business Rules
  15. Creation and maintenance of Non-Functional Requirements
  16. Creation and maintenance of Stakeholder Requirements
  17. Creation and maintenance of As-Is/To-Be Workflow Analyses
  18. Creation and maintenance of Traceability Matrices
  19. Creation and maintenance of project meeting agendas, minutes, and action items
  20. Creation and maintenance of weekly, monthly, and quarterly project status reports
  21. Creation and execution of any required Request for Information (RFI) under TSD ETPMO supervision
  22. Creation and execution of any required Request for Proposal (RFP) under TSD ETPMO supervision
  23. Other project related documentation as required by the ETPMO Manager, Project Management team, and Project Director.
