Job Requirements

The job duties include a mix of technical, team management, and interpersonal responsibilities to ensure that projects meet their goals on time and within budget. In this role you will:

• Define project scope and objectives, with stakeholders, ensuring technical feasibility.

• Develop detailed project plans, including timelines, milestones, and resource allocation.

• Lead and motivate the development team, ensuring that each member understands their roles and responsibilities.

• Allocate internal and vendor resources effectively, managing workloads for productivity.

• Track team performance, providing feedback and support to ensure continuous improvement.

• Act as the main point of contact among stakeholders, agency partners, upper management, and development teams.

• Assist in developing high-quality business and technical requirements.

• Provide regular status updates, manage risks and issues, and escalate to management as needed.

• Maintain comprehensive project documentation for accurate and accessible records.

• Identify potential risks and develop mitigation strategies.

• Address project issues promptly, minimizing impact on timelines and objectives.

• Ensure adherence to quality standards and best practices in the development process.

• Oversee testing to meet quality and performance standards before release.

• Work with business analysts and other stakeholders to gather and refine technical requirements.

• Collaborate with the development team to design technical solutions based on functional requirements.

• Manage scope change requests, ensuring documentation, assessment, and approval.

• Adjust project plans and schedules as needed, communicating changes effectively.

• Continuously evaluate and improve project management processes and tools.

• Apply generally accepted project management principles based on PMI disciplines.

 

BASIC QUALIFICATIONS

• Experience leading development teams to deliver software applications.

• Experience delivering large, complex data solutions.

• Understanding of SDLC, programming languages, databases, and IT infrastructure.

Experience working in Scrum or Agile environments.

• Excellent at multitasking and managing multiple projects and deadlines

• Ability to analyze project metrics and data for decision-making and process improvements.

• Aptitude for identifying issues and developing effective solutions quickly.

• Ability to adapt to changing priorities.

• Keen attention to detail to ensure high-quality deliverables.

• Understanding the importance of customer satisfaction and user experience.

• Exercise sound judgment and handle confidential information appropriately.

• Experience in identifying, assessing, and mitigating project risks.

• Ability to lead and motivate teams, manage conflicts, and navigate organizational and political challenges effectively.

• Strong verbal and written communication skills with stakeholders, team members, and vendors

. • Ability to develop and manage strong client relationships and proven understanding of the importance of customer satisfaction and user experience.

• Awareness of PMI, CMM, and Six Sigma Methodologies and Standards.

 

DESIRED SKILLS Preference may be given to individuals with experience in one or more of the following areas:

• 5+ years of experience in system/software solution development and delivery.

• ETL and data modeling experience.

• Experience working in State or Federal Government.

• Experience with UI/UX design and development.

• Experience writing business requirements.

• PMP certification, Certified ScrumMaster and a background in Educational IT is a plus

• Bachelor’s Degree or higher in Computer Science, Information Technology, Business Administration or similar
