Job Description

Job Title: IT Infrastructure Project Manager (Scrum certified)

Reporting to (Job Title): Service Delivery Manager

Location: Utrecht and Den Hague, Netherlands

The Project Manager for Infrastructure Services & Scrum Master will be responsible for managing

and delivering complex IT infrastructure projects, while also facilitating Agile methodologies as a

certified Scrum Master. The Project Manager will oversee the end-to-end project lifecycle for

infrastructure services, including network, cloud, and server projects, while fostering Agile best

practices and driving continuous improvement.

Main Activities and Responsibilities

Project Manager for Infrastructure Services:

▪ Lead the planning, execution, and delivery of IT infrastructure projects, ensuring they are

completed on time, within scope, and on budget.

▪ Oversee projects related to network infrastructure, server installations, cloud migrations,

data centres, and security implementations.

▪ Collaborate with stakeholders to define project scope, objectives, and deliverables, ensuring

alignment with business goals.

▪ Manage project risks, issues, and dependencies, escalating to senior management as needed.

▪ Coordinate with internal technical teams, external vendors, and third-party service

providers to ensure smooth project execution.

▪ Develop and maintain detailed project plans, timelines, and status reports to keep

stakeholders informed.

▪ Manage project budgets, resource allocation, and procurement of necessary infrastructure

components.

▪ Ensure all infrastructure projects comply with regulatory standards, security policies, and

best practices.

Certified Scrum Master:

▪ Facilitate daily stand-ups, sprint planning, sprint reviews, and retrospectives for Agile teams

working on infrastructure services.

▪ Coach teams on Scrum practices, helping them understand and implement Agile

methodologies effectively.

▪ Ensure the team is clear on sprint goals and remove impediments that could block the

progress of development.

▪ Promote collaboration, transparency, and continuous feedback loops within the team to

foster an Agile mindset.

▪ Track and report on key Agile metrics, including team velocity, burn-down charts, and

progress toward sprint goals.

▪ Facilitate communication and alignment between cross-functional teams, including

development, infrastructure, security, and business stakeholders.

Experience

▪ Excellent communication and internal personal skills. Proficiency in Dutch and English is

must.

▪ Experience in managing IT infrastructure projects at public transport/ government

organizations.

▪ Ability to manage multiple projects simultaneously while ensuring alignment with business

priorities.

▪ Strong knowledge of IT infrastructure, including network systems, virtualization, cloud

services (Azure, AWS), and datacentres.

▪ Solid understanding of Scrum and Agile principles, with the ability to mentor teams and

drive Scrum ceremonies.

▪ Proficiency in project management tools (e.g., MS Project, JIRA) and Agile collaboration tools

(e.g., Confluence).

▪ Scrum Master certification (CSM or PSM) is required.

▪ PMP or PRINCE2 certification is a plus.
