DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of 1 Business Analyst III hereafter referred to as
Worker, who meets the general qualification of Business Analyst III and the specifications outlined in this document.
The workers responsibilities and skills must include:
The Business Analyst Lead is an Information Technology (IT) position that will provide oversight, guidance and support to
business analysts in the PMO. This role must be familiar with industry leading business mapping methodologies and business
process reengineering that facilitate the delivery of successful projects. The focus of this role will be to provide leadership to
experienced business analysts and offer guidance, as needed. Additionally, this role will provide support and offer best
practices on reviewing, analyzing and documenting business systems and user needs.
The workers responsibilities and skills must include:
• Experience with leading and managing experienced Business Analysts.
• Ability to provide guidance and leadership on reviewing, analyzing and evaluating business processes and systems and user needs.
• Experience with general IT SDLC processes.
• Experience with documenting detailed description of user needs and program functions.
• Experience with documenting AS-IS and TO-BE process flows.
• Experience with mediating business units that may have conflicting requirements.
• Ability to create and maintain several project artifacts including Business Requirements Document, Use Cases and
User Acceptance Test Plan and Scripts.
• Experience with collaborating with team members to understand organizational and operational challenges.
• Experience with drafting statistical reports that assist decision-makers
• Experience with implementing Enterprise Systems Integration projects.
• Experience with serving as a liaison between the business community and IT teams.
• Experience working with vendors to ensure successful delivery of contract deliverables.
• Be the hands-on leader for business analysts.
• Experience with identifying, managing and mitigating project risks and issues.
• Strong written and verbal communication skills.
• Being a creative thinker to solve issues.

Experience in leading and managing seasoned business analysts.
Experience reviewing, analyzing and evaluating business processes and systems and user needs
Experience with general IT SDLC processes.
Experience with documenting AS-IS and TO-BE process flows.
Experience in gathering requirements from business divisions.
Experience with serving as a liaison between the business community and IT teams.
Skilled in educating business unit staff on standardized processes.
Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.
Skilled in facilitating large group meetings with internal and external resources.
Skilled in collaborating with the technical and functional teams to develop the Business Requirements
Document, Technical Specification, User Acceptance Plan and Scripts and other documents need in support of the solution
Experience in implementing Enterprise Systems Integration
Preferred (Optional): insert specific preferred skills for this Contract Position)
Years Skills/Experience
Experience with one or more of the state of Texas government agencies
Experience with multivendor and software professional services for communication service provider or enterprise customers is preferred.
Business Analysis and/or PMP certification is a plus along with virtualization and networking technology certifications.
