Job Description:

  • The mainframe Applications Group provides coding and production support for the IT supported Integrated Tax Administration System (ITAS) mainframe business applications systems in use at the North Carolina Department of Revenue. Work involves application programming and development, maintenance and support, application monitoring, and incident response.
  • Group members participate on related application development projects, lead technical projects and initiatives, serve as technical subject matter experts, and ensure that customer needs are met through reliable systems.
  • The work to be performed is identified and prioritized in conjunction with the Department's business divisions, and is implemented using structured project and SDLC methodologies.
  • Demonstrated analytical skills and ability to develop and configure software applications and tools to solve complex problems
  • Demonstrated experience in Mainframe Development
  • Demonstrated experience with COBOL, CICS, EasyTrieve, JCL, TSO/ISPF, DB2, SQL, and Z/OS and MVS Demonstrated experience in Project Management
  • Ability to make determinations based on facts, identify problems, report potential problems, and assess options proactively Ability to understand customer needs, including the level of urgency, and translate them into appropriate automated solutions Ability to ensure implementation of policies and procedures
  • Knowledge of SDLC methodologies, and the tools and techniques used in all phases of the Systems Development Life Cycle Knowledge of best practices for secure applications development
  • Ability to communicate technical terms and concepts to non-technical staff and clients
  • Ability to communicate effectively with all levels of management and in a timely manner
  • Ability to establish and maintain effective, positive, and productive working relationships with peers, superiors, subordinates, and customers Management Preferences
  • Five years of progressive experience in computer programming and applications analysis
  • Knowledge of Agile Project Management Experience with COBOL, CICS, Easytrieve, JCL, TSO/ISPF, DB2, SQL, Z/OS and MVS
  • Experience with INSTALL/1 ITIL Certification or knowledge of the ITIL Framework.


Minimum Education and Experience:

  • Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Bachelor's degree with some computer coursework from an appropriately accredited institution and three years of experience in business applications consulting or development; or Associate's degree in computer programming from an appropriately accredited institution and three years of experience in application consulting or development; or an equivalent combination of education and experience.
  • Demonstrated knowledge of technologies including COBOL, CICS, Easytrieve, JCL, TSO/ISPF, DB2, SQL, Z/OS and MVS.


Required Skills:

  • Experience developing/maintaining mainframe based management systems using COBOL,
  • Easytrieve, JCL, CICS, SQL and DB2
  • Experience working in an environment with TSO/ISPF, Z/OS, MVS and IMS
  • Experience in technical and functional requirements documentation
  • Experience with troubleshooting and debugging mainframe applications
  • Knowledge of techniques and methodologies relating to software quality assurance and testing through the full systems development lifecycle
  • Ability to manage time, milestones and be self-directed
