Description:

The South Dakota Department of Social Services (DSS), Division of Medical Services

(DMS) and Division of Economic Assistance (EA), are implementing changes to their

systems pursuant to the passage of Amendment D to the South Dakota constitution.

Amendment D expands Medicaid coverage for adults between 18 and 65 with incomes

below 138% of the federal poverty level. To support Medicaid Expansion modifications to

multiple legacy systems are required. Testing of these modifications will require a

coordinated effort between not only DSS Divisions, but also coordination with the State’s

centralized IT Services Provider, the Bureau of Information and Telecommunications (BIT).

The Division of Medical Services is the business sponsor for the State’s MMIS system, and

The Division of Economic Assistance is the business sponsor for the Enrollment and

Eligibility system of the Medicaid program. Additionally, ancillary and supporting systems

will also require modifications to create a cooperative technology environment for Medicaid

Expansion.

In support of this initiative the Division of Medical Services and Division of Economic

Assistance are seeking a qualified resource to assist in the coordination of a broad

landscape of User Acceptance Testing for the system modifications. The project team will

include DMS and EA staff providing subject matter expertise and user acceptance testing,

BIT staff providing legacy system expertise and systems integration testing, coordination of

third-party vendor testing in support of pharmacy and dental claims, and coordination of

testing with the Department of Human Services and Division of Behavioral Health.

The purpose of this work order request is to obtain staff for the following role within the

project who will support State staff with their project responsibilities

Proposals to Work Orders will be reviewed for ability to meet the State needs and there is no guarantee of award.

Minimum qualifications for each position are listed in first in this work order and the required

duties for each position are listed after. Respondents may propose multiple candidates for

each position (e.g., three separate potential staff for the same position).

The State may select candidates from multiple vendors in filling all the positions described

in this work order.

Minimum Qualifications:

DSS Test Lead

  • Have at least 5 years of experience with developing test plans, testing scenarios and
  • performing software testing in large and complex environments.
  • Have at least 5 years of testing experience within different areas of the SDLC
  • (system testing, integration testing, user acceptance testing).
  • Experience utilizing tools (e.g., Excel, Azure DevOps) for logging and tracking
  • defects.
  • Ability to maintain working relationships within large complex projects with multiple
  • participants
  • 2-3 years of previous testing experience with Medicaid Management Information
  • Systems.

Required Duties:

DSS Test Lead

  • Assist with the development and review of all test cases in support of User
  • Acceptance Testing.
  • Organize and plan testing activities, provide input into the project schedule, and
  • ensure testing schedule fits within the overall project schedule.
  • Develop DSS test plan to ensure proper coverage of user stories and/or testing
  • scenarios.
  • Prioritize, schedule, and track user stories / test scenarios and defects.
  • Maintain defect log.
  • This position will be expected to coordinate across multiple State teams (DMS, EA,
  • and BIT) to sequence test plans and test activities in support of the most efficient
  • manner to successfully complete UAT.
  • Report on testing status throughout all relevant project phases to project
  • stakeholders.
  • Other duties related to testing as assigned and as needed by the Department of
  • Social Services.
