Project Scope:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
1. Certified as a Project Management Professional (PMP) by the Project Management Institute and in good standing.
2. Two years of experience with the Centers for Medicare and Medicaid Electronic Health Record Incentive Program.
3. Two years of experience with the Enrollment and Meaningful Use Attestation of Eligible Providers in the Electronic Health Record Incentive Program.
4. Two years of experience with federal audits related to participation in the Electronic Health Record Incentive Program.
5. 10 years of Government, Legislative, or Health Industry project experience.
6. 10 years of experience using Microsoft Project to track and maintain projects.
7. 10 years of experience developing and maintaining detailed project plans (work breakdown structures).
8. 10 years of experience leading project teams and effectively conduction projects to meet objectives.
Responsibilities:
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
1. Communicate daily with Electronic Health Record Incentive Program Eligible Professionals, Surrogates, and Administrators of the Federal Program as directed by the Department to ensure Program Registration and Meaningful Use Attestation activities are executed effectively and efficiently.
2. Coordinate the response to all Electronic Health Record Incentive Program audits providing supporting data regarding Meaningful Use and Program Eligibility as directed by the Department. Ensure all information submission deadlines are met.
3. Develop Electronic Health Record Incentive Program revenue projections based on Eligible Provider registration and participation rates and projections of Meaningful Use achievement as directed by the Department.
4. Maintain an electronic information system that captures Department provider program participation as directed by the Department. Meaningful Use projections are based on information within this system as well as the Department’s Meaningful Use Report Portal.
5. Develop weekly and monthly Project Management reports detailing the accomplishments, issues and task progression of the project as directed in timeframes established by the Department. Each Project Management report submitted must outline the impacts of project performance to the resources of the division and agency and include projections of future performance that are appropriate for and Executive-level Project Manager.
6. Organize and conduct meetings with project staff, management and stakeholders as assigned by the Department. Business stakeholders may be end-users of the Health Management System, Department staff involved in the processes automated by the software or other Department staff who are consumers of the data collected within the software.
7. Develop and maintain project schedules and timelines on a weekly basis as directed by the Department. Each project schedule must include activity sequencing, dependency identification, activity duration estimates and documentation of activities using the Microsoft Project or Microsoft Office application.
8. Correspond daily with project teams, project managers, internal and external stakeholders and agency executive management regarding project proposals, activities, deliverables, and status as directed by the Department. Communications methods can include both verbal and written. Internal stakeholders may be end-users of the Health Management System, Department staff involved in the processes automated by the software or other Department staff who are consumers of the data collected within the software. External stakeholders may be Florida state agencies, Federal EHR Certification bodies, Authorized Testing and Certification Bodies or software vendors.
