Job Description

we have position open for an Application Developer Expert F&O. It is a 3-year position. The position is based in Annapolis, MD with remote work.

Background

Client must begin a process that will assist the Office in acquiring services for the support, upgrades and enhancements of Microsoft Dynamics 365 Operations and Management following the integration of CRM and F&O modules. Using the Microsoft Enterprise CRM platform through Dynamics 365 (Enterprise 365), STO has implemented a system for the Insurance Division to track and process insurance claims submitted to the office through the CRM portal. Additionally, the new ERP system contains a F&O component that is integrated with the Insurance CRM module to administer claims payments and vendor payments through the State's accounting system. Using the new Microsoft Dynamics Enterprise 365 system for Insurance and Finance and Operations will allow expanded self-services to constituents and agencies through greater utilization of web-based functionality, automated processes, workflow, balance and transaction reconciliations, as well as improved reporting. The Enterprise 365 is the next generation of Microsoft's Dynamic platform which has been substantially re-engineered and is cloud-based. This contract will provide the personnel necessary to provide support for the operations and maintenance of the implemented ERP modules beyond the allowable MITDP completion phase. This staff will maintain the systems and provide enhancements intended to improve processes and efficiencies. Units to be integrated into the support include:

Customization of Enterprise 365 will be done using Visual Studio and Visual Studio Team Services. SQL Server Integration, Reporting, and Data Quality services will support the application while Microsoft Power BI will provide additional business intelligence reporting. The Personnel contracted from this TORFP will work with the existing STO Information Technology State team, which will provide network, Help Desk, business analysis, application management, and security support for the Enterprise 365 system not currently covered by Microsoft's Azure Managed services.

Applications Development Expert CRM (1 position)

Developer would be needed to support the agency's Insurance Claims processing along with the Agency Portal. Duties: Develops enterprise level applications and custom integration solutions including major enhancements and interfaces, functions and features. Provides expertise, training and resources following the integration of applications. Determines specifications, plans and designs to develop enhancements and upgrades to current software solutions, utilizing appropriate software engineering processes either individually or with a team. Assists in resolving support problems. Develops programming and development standards and procedures as well as programming architectures for code reuse. Must have in-depth knowledge of the current programming languages and plans an efficient approach to designing, coding, testing and debugging programs. Understands and consistently applies the attributes and processes of current application development methodologies. Researches and maintains knowledge in emerging technologies and possible application to the business. Viewed both internally and externally as a technical expert and critical technical resource in Microsoft Enterprise CRM applications.

Education

Bachelor's or Masters Degree in Computer Science, Information Systems, or other related field or equivalent work experience. General Experience: At least seven (7) years of IT and business/industry work experience.

Experience

Experience with Microsoft Dynamics Enterprise 365 customer management applications (CRM)

At least four (4) years' experience developing custom modules using .NET or .ASP with Visual Studio, C#, SQL, MS SQL Server, and TFS

At least four (4) years' experience developing ETL programs using Microsoft Integration services, Visual Studio. C#/C, SQL, and MS SQL Server

At least two (2) years' experience defining business solutions and setting up operations parameters and workflows in Microsoft Dynamics R3 or Enterprise 365

At least two (2) years' experience setting up security roles in Microsoft Dynamics R3 or Enterprise 365

At least two (2) years' experience setting up custom overlays or extensions in Microsoft Dynamics R3 or Enterprise 365

At least one (1) years' experience managing and monitoring Dynamics applications.

At least four (4) years' experience converting legacy data from flat files and into an ERP system using Microsoft Integration Services, Microsoft Data Quality Services, and Microsoft Access

At least one (1) year of experience as a store procedure programmer on large-scale DBMS, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives.

Preferred Experience

At least one (1) years' experience working with Microsoft Power BI/App

Experience with SQL Server 2022 and data encryption at rest

At least one (1) year experience developing reports as needed using SQL Server reporting and Microsoft PowerAPP tools
