Tasks:
Understand and develop a new Microsoft Web Application.
Work includes:
Following OIS requirements and standards for design and development.
Adhering to an Agile Scrum process framework and the use of Azure DevOps Server.
Assisting OIS in the design of the application software. Developing, and publishing the application software from the conceptual process, data, and business and technical requirements.
Engaging with the OIS project architect to understand business requirements, application story board, timelines, technical standards, and architectural requirements and design.
Creating and implementing Azure Dev Ops processes for automated CI/CD for the application software.
Ensuring the software application provides the requested authentication and authorization functionality using both application-based and Azure Active Directory-based components.
Assisting OIS and Business staff in testing and training end-users of developed application software.
Attending meetings with the OIS project architect and business subject matter experts as well as attending daily Scrum meetings.
Engaging with the OIS project architect and ODHS business product owner to understand mandatory functional business requirements and timelines.
Engaging as needed with OIS managers, OIS team leads, OIS developers, and OIS project architect on technical matters supporting the project, code base, level of effort, and timelines.
Documenting completed requirements as directed by OIS project architect to ensure complete system documentation for the Application.
Documenting all aspects of the system application development including but not limited to technical specifications, system overview, data models, user guides, and others are requested.
Completing defect and change requests for code modifications associated with the Application.
Following OIS testing standards for unit testing, test case creation, test execution, quality assurance, integration testing, test automation, etc.
Utilizing and publishing to GIT repository. Working with OIS release manager to publish application to development, test, and production environments.
Providing full transparency into the work performed and deliverables required to meet the project objectives.
Completing monthly reports documenting successful completion of agreed-upon services.

Scope:
Contractor’s Key Person will develop, test, implement and document the application software as directed by the OIS/ODHS Refugee Application Project Team. The resulting web-based application will:
Centralize all refugee information from external system(s) and ODHS/Contractor documentation.
Input and manage all refugee cases and subsequent refugee participants information.
Case data: Benefits, Housing, Documentation & Notes.
Refugee/Participant data: Demographics, Services Provided, Job Placement, and Medical Screening.
Refugee Participant Family Self Sufficiency Plan: General Information, Strengths/Assets, Stressors/Barriers, Individual Employability Plan, Goals, and Referrals
Track history of data changes by user and date.
Provide the ability for an end-user administrator to manage table data to control what is data and options are displayed for specific application web pages.
Provide a mechanism for creating and managing role-based security for internal and external users in the application, ensuring that only authorized users are able to access sections allowed by business rule and requirements.
Provide searchability by case and participant.
Provide back-end interaction with existing systems to acquire/send data.

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors, and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

OIS seeks an experienced Software Engineer 4 with expertise in developing and implementing C#.Net applications utilizing ASP.NET Core, Visual Studio (2019 or later), Azure DevOps and Azure PaaS technologies. Must have experience utilizing SQL Server (2017 or later) to create enterprise application online transactional database (OLTP) data stores. Key Person will also need experience with Agile Scrum, Microsoft Azure DevOps, GIT, and in constructing and maintaining information technology documentation including but not limited to technical specifications, data models, system overviews, and user guides.

This resulting application will capture and track ODHS’ Refugee Program information utilizing input from ODHS Refugee Program externally contracted service providers, ODHS internal staff, and existing ODHS data systems.

Key Person will also work with directly with OIS technology staff and ODHS program area staff.
