Job/Project Description

Job Overview The Montana Department of Public Health and Human Services (DPHHS) is seeking a contracted Oracle PL/SQL Developer and Medical Billing Systems Analyst. This role supports the maintenance and enhancement of an internally developed medical billing system that centralizes billing for insurance payers and private patient accounts across five state healthcare facilities. This system, primarily built with Oracle Forms and Reports (version 12c) and PL/SQL (Oracle 19c), has a backlog of production support and enhancement requests. With a planned transition to a new EHR system in a few years, additional assistance is needed to maintain the current system until its replacement.

Responsibilities

  • Maintain the operational system with data and programming fixes.
  • Enhance the existing medical billing system.
  • Document business rules and system requirements in preparation for the system's replacement with a commercial off-the-shelf (COTS) EHR system.

Knowledge, Skills, and Abilities

  • Proficiency in Oracle PL/SQL programming, both client-side and server-side.
  • Preferred knowledge of accounting principles.
  • Preferred understanding of medical billing processes.
  • Knowledge of the software development lifecycle (SDLC).
  • Strong oral and written communication skills.

Experience Requirements

  • Minimum of 3 years of experience with Oracle PL/SQL.
  • Minimum of 3 years of experience with Oracle Forms/Reports, preferably version 12c or higher.
  • Experience with version control systems such as git or subversion.
  • Experience with modern reporting tools like Tableau, PowerBI, or Pentaho.

Background The MICRS system, a 20-year-old application, manages resident records, insurance information, and services provided at DPHHS facilities, generating bills for the appropriate payers. The system comprises both database-side batch PL/SQL processes and front-end Oracle Forms and Reports code. The successful candidate will assist in maintaining this system until its replacement and will document existing business rules and system
