Description of Project

The Minnesota Department of Information Technology Services (MNIT), partnering with Minnesota Management and Budget (MMB), is seeking one (1) full-time staff augmentation resource to perform PeopleSoft Cloud Solution Architect/Technical Lead duties for a migration of PeopleSoft ERP systems and supporting systems to Oracle Cloud Infrastructure (OCI).

As part of MNIT’s CloudRAMP initiative (see 2023 MNIT Annual Report for details), MNIT/MMB is undertaking a project to migrate all Statewide PeopleSoft ERP systems (Human Capital Management (HCM), Financial Management Systems (FMS), Enterprise Learning Management (ELM), Interaction Hub, etc.) and supporting systems (Broadcom AppWorx, Data Warehousing (IBM DataStage & OBIEE reporting tools), and others) from On-Premises infrastructure to Oracle Cloud Infrastructure (OCI). This migration will include all non-prod (Dev, Test), Prod, and DR instances of PS ERP systems hosted in on-premises data centers. The PeopleSoft Cloud Solution Architect/Technical Lead under this engagement will work closely with MNIT, MMB, Oracle, and the third party cloud implementer to lead/manage this technical project from inception to implementation (end to end).

The ideal candidate will have extensive experience managing large Peoplesoft ERP systems projects, specifically as pertains to the planning and execution of migrations of such systems to OCI.

Work will be performed off-site/remotely.

Resource Need

This request is for one full-time staff augmentation resource.  Each vendor is allowed to submit one resource for consideration.

There is no incumbent for this Event.

Mode of Interview

The State will conduct interviews with a short list of the highest scoring responders. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State.  Interviews will be conducted via Microsoft Teams.

 

Engagement Schedule

  • Anticipated Start Date: July 1, 2024
  • Anticipated End Date: December 31, 2025

The State retains the option to extend the work order in increments determined by the State.

MNSITE 2.0 Request for a Staff Augmentation Event

Sample Tasks

  • Perform the facilitation, analysis, and design required to ensure the successful migration of all PeopleSoft Systems and supporting systems to Oracle Cloud Infrastructure (OCI).
  • Act as an expert technical and architecture lead for the OCI migration.
  • Work closely with IT staff to mentor, advise, and help build their knowledge in the OCI.
  • Provide project leadership and management as required or directed.
  • Understand and document the technical non-functional requirements for the project and manage scope accordingly.
  • Produce and interpret technical diagrams, plans, and paperwork, draw up delivery schedules, and liaison with project administration.
  • Provide project time management (activity definition, activity sequencing, duration estimation, schedule development and control) as required or directed.
  • Provide project cost management (resource planning, cost estimation, and cost control) as required or directed.
  • Provide project communications management (communications planning, information distribution, performance reporting, and project closure) as required or directed.
  • Provide project risk management (risk identification, risk quantification, risk response development, and risk response control) as required or directed.
  • Organize, lead, and manage meetings involving management and key stakeholders.
  • Lead, advise, assist, and review the work of MNIT staff, MMB staff, cloud vendor staff (Oracle), and cloud implementation vendor staff (TBD) that comprises the project team as required or directed.
  • Provide knowledge transfer to State staff.
  • Perform other related duties as assigned.

Desired Qualifications

  • Extensive experience managing large Peoplesoft ERP systems projects
  • Significant experience migrating PeopleSoft ERP Systems (HCM, FMS, ELM, Interaction Hub, etc.) and supporting systems (Broadcom AppWorx, Data Warehousing (IBM DataStage & OBIEE reporting tools)) to Oracle Cloud Infrastructure (OCI)
  • Direct experience managing technical team(s) in the planning and execution of PeopleSoft migration(s) to OCI
  • Experience with Private Cloud Appliance (PCA) Architecture and/or Exalogic
  • Experience with Exadata Architecture
