Portfolio Acquisition Analyst (NC3)

We are seeking a highly skilled NC3 Portfolio Acquisition Analyst to join our team. The selected candidate will be responsible for providing a wide range of technical, engineering, acquisition, and programmatic expertise to support acquisition oversight of the NC3 (Nuclear Command, Control, and Communications) portfolio of programs, projects, and activities. This role involves providing assessments, recommendations, integration support, and resource analysis to ensure the effective management and execution of NC3 programs.

Key Responsibilities:

Technical Expertise: Provide technical, engineering, acquisition, and programmatic expertise to support acquisition oversight of the NC3 portfolio of programs, projects, and activities.

Assessments and Recommendations: Provide a wide range of technical, acquisition, and programmatic assessments and recommendations for NC3 systems to support capability portfolio management and acquisition decisions.

Cost, Schedule, Performance, and Risk Assessment: Assess the cost, schedule, performance, supportability, and risk of NC3 programs as directed by DASD(SSIPM) Leadership to monitor program execution and support acquisition oversight of the NC3 portfolio.

Integration Support: Provide integration support across the NC3 and National Leadership Command Capability domains, including analyses of capabilities shared between NC3 and other missions, investments, and mission analyses.

Integrated Master Schedule Development: Provide acquisition and technical support to develop and maintain an Integrated Master Schedule of NC3 covered acquisition programs that will support system dependency analysis and science and technology roadmap synchronization.

Special Access Program (SAP) Support: Counsel, participate in, and support SAP activities as tasked, including portfolio management.

Data Management: Maintain and update data design for a classified database of NC3 covered acquisition programs. Conduct quarterly data calls to update data contained in the NC3 database.

Participation in Governance Councils and Working Groups: Attend, participate, and support NC3 governance councils, working groups, conferences, and events to ensure alignment with NC3 objectives and initiatives.

Resource Analysis: Provide NC3 portfolio resource analysis support using CAPE, Comptroller, and Service data sources to identify and monitor NC3 program annual funding levels and POM cycle fluctuations.

Modeling and Simulation Support: Support requisite modeling and simulation of systems to aid in assessing gaps and capabilities based on mission threat analysis.

Reporting and Briefings: Prepare and deliver plans, briefings, and reports to support acquisition oversight of the NC3 portfolio of programs, projects, and activities.

Sustainment Support: Provide sustainment support to the NC3 Dashboard by updating program element tracker files and data tables used by Advana to conduct NC3 program assessments...

Required Skills:-

  • NC3 systems, architecture, acquisition programs, and projects
  • Capability portfolio management
  • Basic knowledge of NC3 missions, concepts of operations, roles and relationships across DoD
  • Experience with DoD PPBE System, DAS, and JCIDS
  • Interfacing smoothly and comfortably with program managers and engineers from various military services, agencies, and combatant commands
