Job Responsibilities

  • Support and enable the successful planning, execution, and delivery of the GSK (Client) capital program to the agreed scope, on time and to budget, through the design, development, and deployment of robust procurement and contract strategies
  • Champion the project safety culture, behaviors, and engagement activities
  • Ensure that HSSEQ goals, objectives, and targets are met through personal leadership and involvement
  • Contribute to the safe delivery and handover of the capital asset to the Client, sustainably, safely, on time, within budget, to the agreed scope and ensure that a quality product is produced that represents ‘best value’ for the Client and their Stakeholders
  • Develop robust and effective procurement and contract strategies considering Client requirements constraints, scope, and objectives; Work Breakdown Structure (WBS) and packaging strategy; allocation of design responsibility; engagement model (risk allocation and management responsibility); and commercial model
  • Build and maintain collaborative and strategic relationships with key internal business functions (e.g., Engineering, Operations, Finance, Legal)) and external stakeholders (e.g., FEED & EPCM contractor (Consultant); Civils, Structural & Architectural; Mechanical & Piping; Electrical, Control and Instrumentation and other Balance of Plant subcontractors and Process Equipment vendors)
  • Attend all commercial project sessions facilitated by the Consultant, e.g., tender clarifications, pre-award, contract reviews and negotiations; and technical sessions as required from time to time e.g., Design Review Meetings, 3D Model Review Meetings, Constructability, SIL, EIA, LOPA, HAZOP, and HAZID
  • Identify, evaluate, and resolve Procurement and Contract issues during the Front-End Loading (FEED) & Execution (EPCM) phase
  • Set up robust Procurement and Contract coordination procedures in agreement with the Consultant for orderly and efficient execution of the work
  • Coordinate communications, clarifications, and review cycle between Consultant and Client
  • Coordinate and supervise the review and approval of the Consultant's key Procurement and Contract documents for compliance with Client requirements, agreed strategy, HSSEQ, and industry best practice
  • Ensure that the Procurement and Contract review and approval are performed in a timely manner, in accordance with the Master schedule and within the approval cycle times as agreed in the FEED & EPCM Contract
  • Ensure the prompt distribution of Consultant Procurement and Contract documents (e.g., RfX, tender package, contractual markups, summary reports, RFA) submitted for review and approval and exercise strict control of approval cycle times so that the documents are returned to the Consultant with or without approval, within the prescribed time limits
  • Ensure that the procurement and contract process produce quality deliverables on a timely basis, consistent with agreed scope, strategy, and best practice
  • Ensure orderly review coordination and processing of vendor documents
  • Ensure adherence to relevant Client Delegation of Authority for contract signature, purchase order approval, and release and change order process
  • Ongoing performance management of the Consultant to ensure timely delivery of project procurement and contract deliverables
  • Deliver robust strategic sourcing strategies, driving value through means of consolidation, rationalization, and standardization including tendering, analysis, and supplier selection, whilst using negotiation to deliver further cost savings and efficiencies
  • Support and contribute to the development of Supplier Relationship Management strategy and rollout with critical suppliers

Skills & Experience Required

  • Bachelor's degree in a relevant field
  • 5+ years of procuring professional services (i.e., design, engineering, and project delivery consultants), construction, balance of plant and process equipment packages within a complex, multistage project execution model (FEL & “execution”) e.g., EPC or EPCM incorporating FEED
  • 5+ years’ experience of capital projects (£150m+), ideally within Pharma or Chemical Process industries
  • Understanding of AACE International Cost Estimate Classification System and underlying principles
  • Understanding of Front-End Loading (FEL) and underlying principles
  • Experience in working with and drafting US construction and engineering standard forms e.g., AIA, EJCDC, FIDIC, ConsensusDOCS
  • Experience in working with and drafting bespoke contract agreements
  • Experience in working with lump sum, cost reimbursable/cost plus, re-measurable, target cost commercial models
  • A clear understanding of contractual risk and the ability to mitigate through appropriate allocation in WBS, packaging strategy, contract drafting, and associated strategies
  • Risk management - Strategically astute with the ability to foresee issues impacting scope, time, and cost, escalate accordingly, and mitigate through timely intervention via appropriate strategies
  • Knowledge of local regulations and legal requirements
