This request is issued from the Commonwealth of Pennsylvania, Bureau of Health Statistics and Registries (BHSR) within the PA Department of Health (PADOH).
BACKGROUND/PROBLEM STATEMENT
The Bureau of Health Statistics and Registries is faced with increased demand from both internal and external stakeholders and public health researchers for vital events data related to the COVID-19 pandemic. The current application process is time consuming and prone to incorrect submissions. Stakeholders also experience additional delays because many requests require extensive manual matching and labor-intensive validation by statisticians and registry specialists which precludes automation of routine protected data reports.
This contractor must manage inquiries for protected data from the Bureau’s vital events registries and use feedback from stakeholders and BHSR staff to develop more efficient and intuitive application processes. =. The contractor will also use SQL Server Reporting Services (SSRS) and Access database skills to develop a series of reports that will assist with electronic registry validation, data cleansing, and other quality control efforts necessary to ensure stakeholders are provided with accurate and timely protected data deliverables. The contractor will also use their SSRS skills to create routine stakeholder reports that are not currently supported by eVitals.

INCURRING COSTS
The PA Department of Health is not responsible for any costs or expenses incurred by the contractor for parking.
RESOURCES
It is anticipated that the contractor will primarily be home headquartered and is responsible for his/her own network connectivity and home office space. The PADOH will supply a laptop, and software, including a Microsoft Teams license for phone use. This contractor may be required to report to BHSR headquarters on a periodic basis.
The headquarter assignment is subject to change in accordance with the Commonwealth’s COVID-19 response plans. If the contractor is required to work from BHSR’s headquarters in Harrisburg, PA, the contractor will be provided with office space. However, parking will not be provided. The contractor is encouraged to spend the first two weeks of the contractor’s assignment onsite at BHSR headquarters in Harrisburg, PA in order to become familiar with vital events and protected data operations.
OBJECTIVES OF ENGAGEMENT
The primary objective of this engagement is to develop and implement an improved BHSR protected data process that allows for more timely and automated deliverables.
Generally, the contractor will perform the following tasks:
• Work with internal and external stakeholders to assess the useability of the Application. Propose changes to Bureau leadership to streamline the application process.
• Develop a dynamic online protected data application tool that supports the needs of both requesters and the statistical registry’s team.
• Work with the statistical registries team to improve protected data tracking processes.
• Create SSRS and Access reports needed to support source electronic registries and stakeholder needs.
• Assist in the transitioning routine manual reports to an automated reporting process.
OPERATIONAL REQUIREMENTS
The contractor will be required to:
• Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
• Provide weekly personal status reporting by COB Friday submitted on SharePoint.
• Schedule project status meetings with both the Division Director and bureau leadership as required.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
Must know how to use Microsoft software, including Access. Must have experience creating SSRS reports, online tools, and automating reports. Must also have strong verbal and written communication skills.
An individual with experience working with vital events or health informatics data is preferred.
