RESPONSIBILITIES:

- Plans, monitors and controls program execution and delivery in alignment with strategy, scope, budget, and schedule.
- Critically reviews and guides the program to success through clear direction.
- Ensures change management and training plans are in place and are executed successfully
- Requests and coordinates participation of RR/CC resources such as subject matter experts
- Reports on project status, risks, issues, and associated mitigations to Elections Steering Committee
- Reinforces the importance of the EMS Program to managers and staff
- Provides onsite management of the Project and is the chief liaison for County during the Project
- Authorized to make day-to-day project decisions
- Responsible for facilitating the Project by using the project management processes, organizing the Project and managing the teamwork activities consistent with the approved Project Control Document
- Responsible for scheduling and reporting Project activities, coordinating use of personnel resources, identifying risks and issues, and solving problems and facilitating implementation of the EMS Solution
- Hosts weekly onsite status meetings, participates in monthly executive status meetings, and hosts or participates in (as needed) ad-hoc meetings
- Assigns Contractor staff to the above meetings as appropriate
- Develops and distributes an agenda and minutes for each weekly status meeting
- Provides expert guidance ensuring that all requirements as defined by the County are correctly implemented in the EMS Solution
- Advises the County regarding best practices and recommends modifications to business processes, which improve the overall operations
- Develops and maintains thorough project planning documentation that includes, but is not limited to, Project Control Document, including a fully resourced Project schedule
- Immediately notifies the EMS Program Manager of any deviation from agreed-upon scope, schedule, budget, or level of quality
REQUIRED EDUCATION & EXPERIENCE:
- A minimum of a Bachelor’s Degree in computer science or a related; Master’s Degree is preferred
- Current Project Management Professional (PMP) certification from the Project Management Institute (PMI)
- Must have both Agile and Waterfall experience
- At least five (5) years of experience in software configuration and deployment;
- PMO and PMP Experience and Practices
- Managing Software development efforts, hardware procurement and installation teams
- Managing installation of software on hardware for go-live purposes.
- Must have experience with MS Project, SmartSheets, TFS/Jira experience
