Position Description
Performs independently responsible, professional and administrative work for Operation's Learning and Development.
Works directly with the Division Manager and project workgroup to assist in the creation and upkeep of the skills-based programs.
This position will organize large amounts of information, assist in assessment building, including assessment question creation.
This position will also be responsible for the creation of new skills handbooks and instructor handbooks.
Plans, organizes, and coordinates skills-based program revamp with the Division Manager, involving diverse administrative operations; may administer or manage specific projects, programs and/or services;
Conducts research and analytical studies on a variety of programs and issues;
Performs detailed fact gathering, data compilation, and report writing on budgets, organizations, workforce management, operations, and administrative systems;
Conducts analysis to improve process efficiencies and workflow, simplify procedures, and implement cost reductions;
Prepares and presents verbal and written reports including conclusions and recommendations for solutions to processes and procedures; Issues and interprets internal operating policies;
Represents Learning and Development leadership at meetings as requested;
Reviews memoranda, reports and similar material for summarizing and making recommendations concerning same;
Creates handbooks and material relating to the skills-based program creation and updates
Skills Required
Thorough knowledge of the principles and methods of public administration;
Thorough knowledge of the principles and methods of data gathering and compilation;
Ability to write clear concise reports, memoranda, directives, letters, technical data sheets. etc;
Ability to develop comprehensive plans from general supervision and with only general direction;
Ability to plan, assign and supervise the work of others;
Ability to meet the public and discuss problems and complaints tactfully, courteously and effectively;
Ability to establish and maintain effective working relationships with internal and external stakeholders.
Skills Preferred
Knowledge or experience in the Utility field, preferably in Water and Wastewater
Thorough knowledge of instructional design and assessment creation
Experience Required
2 years of professional experience in a learning environment, training and development, business administration, program management or organizational development professional.
Experience Preferred
5+ years of professional experience in a learning environment, training and development, business administration, program management or organizational development professional.
Education Required
High School diploma or equivalent;
Education Preferred
Bachelor’s degree in Education, Instructional Design, Organizational Design, Business Administration, or a related area;
Bachelor's Degree
