Description

Program/Project Manager:

  • Under general direction, incumbents will be responsible for managing the implementation of two third-party contract projects. 
  • The primary project is a case management software solution for the Code Enforcement Division.  This project will be replacing a 25-year-old case management software and will include data migration, developing rules for automation, assisting in creating procedures, and best practices. Estimated project timeline is 18-24 months.
  • The secondary project is an agreement for tow contract management software and contract administration services which will require 6-12 months for complete implementation.  The project will include multiple City of San Jose teams as well as the contracted vendor.  Post completion, the program manager will provide additional oversight while transitioning the tow program from the Planning, Building, and Code Enforcement Department to the Police Department.

An example of tasks include:

  • Working with vendors and subject matter experts (SME) to develop and implement project schedules.
  • Maintain communication and coordinate with vendors and SMEs to ensure projects remain on schedule and project tasks are completed.
  • Prepare memos and present project updates to management and other stakeholders as needed.
  • Track and complete project goals to ensure objectives are met and project remains on budget.
  • Track and complete audit recommendations that will be addressed by program implementation.
  • Work closely with teams across multiple City departments and programs.
  • Identify challenges and problems and implement the appropriate solutions in a timely manner.
  • Assist in training a diverse group of staff and customers.

Education and Experience:

  • Bachelor’s degree in a closely related field AND five (5) years of directly-related experience, including two (2) years of supervisory experience.

Qualifications:

  • Experience with managing projects including but not limited to project schedule, requirement gathering and associated tasks, budget, implementation, training, and go-live.
  • Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.
  • Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.
  • Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.
  • Identifies and understands issues, problems, and opportunities; uses effective approaches for choosing a course of action or developing appropriate solutions.
  • Understands the relationship of the budget and resources to the strategic plan; complies with administrative controls over funds, contracts, and procurements.
