Skills Required 

Ability to ensure all enterprise changes are managed in a controlled manner

Must Demonstrate aptitude to manage processes for enterprise change control program

Capability to direct Request for Changes (RFC) that follow established procedures to minimize disruption to the operational integrity of Medicaid Enterprise System (MES)

Ability to review change request submissions for completeness including risk impact/likelihood, timing, implementation plan, validation plan, back out plan, resourcing, and calendar review

Capability to ensure RFCs brought before the Change Advisory Board (CAB) are complete and ready for discussion and review

Ability to represent the CAB Chairperson to schedule CAB meetings, prepare agendas, facilitate reporting, and document follow-up actions

Attitude to coordinate with each impacted module vendor to ensure all relevant information is documented (sizing, timing, pricing, etc

Ability to update the RFC for final review by the CAB

Creates the overall implementation plan for RFC and, on behalf of the Chairperson, sends RFC package to the Enterprise Change Control Board (ECCB) for review and final decision to either proceed with (completely or partially) or decline the RFC

Ensure all the principals (or their named delegate) associated with the RFC attend the Enterprise Change Control Board (ECCB) meeting

Manages post-implementation reviews and reporting

Updates RFC’s to APPROVED, REJECTED and/or CLOSED

Experience Required

5 - 7 Years of experience as a Change Manager

Expert MS Project skills and experience managing multiple projects simultaneously Expert/Advanced knowledge of all Microsoft Office products including Office 365, Teams, and SharePoint

Education Required

Bachelor’s degree in computer science, information technology or business administration. Equivalent work experience may be substituted for a degree
