Skills Required

The PM will possess knowledge and experience in customer service; decision making; flexibility; interpersonal skills; leadership; organizational awareness; problem solving, reasoning; team building; oral communication, speaking and writing; business process reengineering; capital planning and investment assessment; contracting/procurement; cost-benefit analysis; financial management; planning and evaluating; project management; quality assurance; requirements analysis and risk management; configuration, data, and information management; information resources strategy and planning; information technology architecture; information technology performance assessment; infrastructure design; systems integration; systems life cycle; and technology awareness.

Skills Preferred

  • The project manager will be working in support of an advanced analytics and research team that is overseeing data-driven assessments and evaluations of County policy. 
  • To perform the work required, a PM needs strong planning skills, organizational awareness, and interpersonal skills. 
  • The PM will facilitate discussions between evaluators, county program leads, and research analysts. 
  • The PM needs to understand quantitative and a qualitative data assessment in addition to data gap analysis. 
  • Where barriers to completion and submission of deliverables emerge, the PM must possess strong problem-solving skills and use them to address and remove the impediment to the project’s progress. 
  • The PM must be able to quickly learn the business process details, have strong quality assurance skills, technical knowledge to evaluate data and analytics projects, and problem-solving skills to work through problems that the PM may face working with administrative data.

 

Experience Required

This classification requires a minimum of five (10) years of broad, extensive and increasingly responsible PM project experience applying project management (PM) principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity

Experience Preferred

Verified management of at least three projects during the past 4 out of 5 years that required the application of PM principles to projects involving multiple and diverse stakeholder agencies that included the assessment and evaluation of business processes and outcomes. Verified management of at least three data-driven analytics projects during the past 4 out of 5 years that relied on data sharing and experience using problem solving techniques to help resolve data sharing challenges. Verified management of at least three projects during the past 4 out of 5 years that necessitated a broad familiarity with data processing and data analysis tools and an ability to problem solve technical challenges. 

Education Required

This classification requires the possession of (a) a bachelor’s degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified during the RFO process. Additional qualifying experience may be substituted for the required education on a year-for-year basis. The PMP certification is required and may not be substituted with additional experience.
