Full time, on-site in Montpelier, VT
  • The PM shall work with an assigned Project Manager and/or Oversight Project Manager (OPM), from the State Enterprise Project Management Office (EPMO). The State of Vermont's Project Manager and/or OPM shall provide project oversight and guidance on behalf of the State of Vermont in accordance with their statutory obligation to oversee, monitor, and control State of Vermont information technology activities.

The selected vendor’s resource must satisfy the following requirements:

  • Demonstrated strong communication skills.
  • Demonstrated experience as a PM and performing functions outlined in this SOWRFP, including facilitating testing.
  • Demonstrated ability to perform and work independently in a self-directed manner.
  • Demonstrated experience performing as a PM on an Agile/Scrum Team (product owner experience is preferred).
  • Ability to work full time on-site in Montpelier, VT.
  • Experience with the subject matter and/or technologies associated with the projects listed in this SOW-RFP (preferred).
  • Experience with implementing Unemployment Insurance Systems is

preferred.

Produce the deliverables required under State governance including:

  • Organize and archive project artifacts in the State-designated document repository.
  • Create and maintain an updated Project Schedule using the project scheduling tool prescribed by the EPMO to reflect activities, dependencies, milestones, start and end dates, assigned resources, and percent of tasks completed to ensure project milestones and deliverables/outcomes are achieved.
  • Adhere to EPMO templates as assigned.
  • Provide detailed weekly Project Status Reports in the format approved by the ADS EPMO IT Portfolio Manager.
  • Ensure data is accurate and up to date in the State’s Project Management Tool in Salesforce.
  • Provide recommendations to address new project issues and risks.
  • Work with the EPMO IT Portfolio Manager and State governance committees to ensure impacts from changes to scope, schedule, budget, risk, or resources for any project are reviewed and understood before a change is undertaken, and that any such changes are formally accepted using a State approved Change Request Form.
  • Engage State Program and/or Project sponsors, Program and/or Project governance committees and others as may be required to facilitate policy decisions and address issues, risks, scope, resources, budget, or other problems requiring sponsor involvement.
  • Schedule and lead regular project status meetings, including: (a) provide agendas and capture action items, issues, and key decisions made; and (b) distribute the documented notes to attendees using a link from the State designated project team document repository.
  • Identify relevant experience with the Project Management deliverables listed in this SOW-RFP.
  • Identify relevant experience, if any, with the subject matter and/or technologies being use for the projects that are listed in this SOW-RFP.
  • Identify experience, if any, with the resources experience participating on an agile team using scrum.
