Job Description:

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). OIS provides the technology systems and services that support more than 18,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors, and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.            

 

OIS seeks an experienced Senior Project Manager to support the Oregon State Public Health Laboratory (OSPHL) with the implementation of a new Laboratory Information Management System (LIMS) and other smaller IT related projects at the Laboratory.

 

Scope:

 

Contractor’s Key Person under this WOC will perform project management duties for the OSPHL LIMS Replacement project and other OSPHL projects, as assigned.

 

Tasks:

 

Contractor’s Key Person shall:

 

•      Project manage multiple complex and detailed project schedules.

•      Maintain project timelines, milestones, and critical paths.

•      Monitor and control projects to assure timely completion.

•      Schedule and conduct stage gate review meetings with internal OSPHL teams.

•      Advise on and escalate key risks and issues that impact the projects.

•      Collaborate with managers and advocate for OSPHL resources to be allocated to the appropriate project tasks.

•      Respond to requests for information from the public health director’s office or CDC about Laboratory Data Modernization initiatives.

•      Support applications for funding opportunities to support this project work.

•      Liaise with OIS SDD team and provide support.

•      Liaise with the OSPHL team to project manage the organizational change effort for the LIMS Replacement Project.

•      Coordinate with the OSPHL team to project manage the User Acceptance testing effort for the LIMS Replacement Project.

•      Perform other OSPHL IT Project Management duties, as assigned.

•      Write project status reports, every other week (biweekly), to document all activities performed, including (but not limited to):

o   Status on all activities listed in the bullets above.

 

o   Work on resource capacity reports to identify OSPHL resources that are over-allocated and under-utilized.

 

o   Any ad hoc reports needed for OSPHL management to make informed decisions.

 

o   Efforts on project planning and scheduling.

 

o   Updates to the project planner with new LIMS Subprojects based on input from laboratory management team.

 

o   Assistance provided to complete EIS project deliverables for the Laboratory Information Management Systems (LIMS) Replacement Project and other related subprojects.

 

Required skills and experience:

 

·         Office 365

·         Tableau

·         Prior state government experience

·         Project Management

·         Exceptional communication skills

·         Ability to work effectively remotely

·         Project Management Institute Project Management Professional (PMP) certification

In addition, the ideal candidate will have skills and experience in:

·         Organization Change Management in a Laboratory or Clinical Care setting.

·         Project Management experience Laboratory or Clinical Care setting.

·         Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodologies.

 

 

Individuals with a mastery of project management skills, qualifications, and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high-risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states’ objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management.

 

 

Work schedule is typically Monday - Friday, 8 AM - 5 PM Pacific Standard Time.
