  • Conduct a pre-assessment of each facility to:
  • Provide the estimated square footage of coverage area required at each facility.
  • Provide an estimated time of installation, including identifying any means of expediting the installation and implementation of Cell phone Interdiction Solution at each facility.
  • Provide a list of cellular radio macro cells deployed within at a minimum of 12-kilometre area of each facility and anticipated timeframe for agreements to be in place.
  • Provide an estimate for cost of installation and yearly maintenance cost per facility.
  • Provide project oversight
  • Participate in meetings with the MDOC to review and discuss the project specifications/requirements and other areas of the Cell phone Interdictions Solution.
  • Review proposal specifications/requirements and provide findings including, but not limited to:
  • Verify compliance with all federal, state, and local communication laws, rules, regulations and guidelines.
  • Verify specifications/requirements meet the needs and desired purpose of the MDOC.
  • Identify any areas for improvement in the Request for Proposals specifications/requirements.
  • In regard to proposals, consultant will
  • Assist the MDOC with written request for additional information.
  • Review proposals for completeness, accuracy, compliance with proposed requirements/specifications, compliance with budget requirements, cost-effectiveness, compliance with well-accepted standards of performance for the cell phone interdictions solutions, and fulfilment of conditions or requirements that may be required or requested by the Federal Communication Commission.
  • Participate in and review the performance of proposers via oral presentation, if required.
  • Conduct independent research as to each proposer and/or relevant related parties.
  • Create summaries of the strengths and weaknesses of each proposer.
  • Assist with the scoring of proposals.
  • Serve as a member of the RFP Evaluation Committee.
  • Make recommendations to the MDOC regarding the contractual term of retention of the successful proposer.
  • Assist the MDOC in negotiating a final agreement.
  • Milestones
  • The Contractor shall monitor and evaluate RFP milestones.
  • The Contractor shall serve as the project manager, conducting regular on-site visits during installation and deployment.
  • The Contractor shall participate on project calls for the duration of the project.
  • Deliverables
  • Provide a report detailing finding for all items covered under Scope of Work.
  • Review and recommend approval for final installation and configuration of the cellular interdiction system for each facility under the agreement.
