Description

Responsibilities:

  • Collaborate with the Organization's Salesforce Modernization Product Manager, Associate Deputy Commissioner of Technology, Deputy Commissioner, external vendors & DOL business stakeholders to define project scope, objectives, deliverables, success criteria and strategic alignment.
  • Create and maintain project documentation such as project charter/scope, project plans, status reports and operational checklists.
  • Create project work plans (dependency diagrams) & schedules including identification of resource skills necessary to deliver full project scope
  • Load and track project work plans & schedules in PMO’s enterprise reporting tool (e.g. MS Project Online)
  • Manage program scope, schedule, budget and resources to successfully fulfill business and technical requirements with high customer satisfaction – communicating this regularly to the Associate Deputy Commissioner of Technology, Analytics and Digital Transformation
  • Facilitate technical support as needed including but not limited to architectural reviews, compliance reviews and various project artifacts
  • Manage project issues and risks to prevent potential barriers to project success; Escalation point for DOL Risk and Issue mitigation/resolution within DOL and other agencies (EOTSS and EOED).
  • Primary point of communication between DOL, vendors and other Commonwealth of Massachusetts agencies to coordinate and manage meetings; collect feedback and action items from interactions with vendors and track/manage them in PMO system.
  • Understand Modernization goals, objectives, schedules and functionality; communicate them clearly to the development team(s) at vendors and within the Commonwealth.
  • Develop image acceptance test plans, validate test plans with business & drive image testing/acceptance process
  • Responsible for ensuring all team members have access to the proper systems for interacting with other team members, reviewing materials and testing functionality in the systems and product demos.
  • Maintain budget spreadsheets, tracking billing from vendors, informing progress and alerting DOL senior management of discrepancies.


Preferred Knowledge, Skills & Abilities:

  • Minimum of 5-8 years of experience in IT project management with capability of managing complex, cross-functional IT projects. experience working in a project portfolio management environment involving external delivery partners and multiple software vendors.
  • Strong issue & problem management skills, including root cause analysis and troubleshooting skills are required.
  • Masters-level knowledge of Microsoft’s entire productivity suite including Office 365, Teams, SharePoint Online and OneDrive, Project Online.  Power BI a plus.
  • Prior project management of large public sector IT projects, with understanding of the Commonwealth of Massachusetts practices, policies and budgeting is a major plus.
  • Familiarity with organizational change management including end user training
  • Experience creating and implementing plans according to project goals and objectives
  • Working knowledge of project management concepts as defined by PMI
  • Knowledge of Agile/Scrum and ITIL concepts, Theory of Constraints a plus
  • Experience in working and managing multiple projects simultaneously in a highly matrixed environment
  • Ability to handle multiple, concurrent priorities with little or no direction, and meet established timeline
  •  Strong written and presentation skills, ability to tailor information to an audience in a way that establishes rapport, persuades others, and gains understanding at all levels
  •  Strong interpersonal skills, including the ability to work across the organization and interact, influence, manage and negotiate effectively at all levels including senior level management.
  • Demonstrated leadership with strong organizational and customer service skills with attention to detail; process redesign experience highly desired
  • Understanding of software development lifecycle and release management methodologies
