Digital Health Innovation (DHI) delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.

DHI is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable our BC health system more effectively digitally and virtually. PDHIS brings together many organizational units from different parts of the company into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.

The Digital Health Initiative is deploying the Ocean Digital Referral platform to transform clinical referrals, orders, and consults to a standard digital platform that operates across EMRs. Part of the Ocean Digital Referral platform is the Ocean Health Map. The Health Map is a SaaS-based GIS tool that displays clinician service providers’ locations according to their GIS coordinates.

The DHI will utilize numerous data sources to identify, transform, and generate the provider and service locations on the Health Map. The initiative requires a Senior Data Engineer to design and implement the data management solution.

Services Required: 

The Data Engineer will work in a complex project environment to assess and qualify disparate data and define data models that will provide DHI with the Health Map listings necessary to present a holistic presentation of provider and clinic service locations province-wide. The resource must be comfortable working across various duties, from data analysis and solution design to developing iterative data models and mapping in DHI’s data handling and transformation platform. The resource must be equally comfortable handling sensitive data to generate broad insights and recommendations and working with a technical team to visualize and prepare a data management solution that works across numerous up and downstream enterprise systems.
Analyze data from multiple and disparate data sources

Conduct complex data analysis and report on query /report results

Assess and qualify referential data across systems

Identify gaps and patterns across data sets to propose data-based solutions that create new information from disparate datasets

Build conceptual, logical, relational, and/or physical data models

Assess data and associated data flows from privacy and security perspectives as defined by the organization

Collaborate with analysts, project managers and system/data stewards to identify, design and implement project solutions

Ingest, handle, and develop queries and commands using SQL-based datasets

Apply a system approach to improve data quality and insight generated from ingested and transformed data

Translate data modelling to technical or solution architecture diagram documentation

Specific Qualifications or Experience Required: 

Previous experience as a data modeler, engineer or experience in a similar role

Technical expertise with data models, data mining, and segmentation techniques

Knowledge of programming languages (e.g. Java and Python)

Hands-on experience with SQL database design

R, Common high-level query language

Experience analyzing, handling data, and recommending solutions in a healthcare setting

Demonstrated experience designing data models

Degree in Computer Science, IT, or similar field; a masters is a plus

Data engineering certification (e.g. IBM Certified Data Engineer) is a plus
