PTC- Senior Data Migration and Cut Over Product Owner and SME

With the implementation of the new Unified Back Office System (UBOS) solution, there is a large of amount of historical customer configuration and transactional data that must be copied to the new solution.  The Pennsylvania Turnpike Commission (PTC) is engaging a System Integrator (SI) to perform the implementation; however, the PTC desires to have a dedicated Subject Matter Expert who has hands on Data Migration and Cut Over experience for tolling back office system to act as PTC’s product owner for these high risk portions of the implementation to work with the SI to ensure PTC has a smooth migration and transition to our new back office system  This position is to understand the PTC’s needs and desires, and to work with the SI to implement and cut into service a fully functional and reliable UBOS solution. This role will be expected to participate in design, build, and testing of the migration and cutover processes.  This position will end after the UBOS system is stabilized after our cut over.

Description of Duties

The selected Candidate will perform the following duties:

•     Study and understand the PTC’s current data structure, size, general content, and use/purpose

•     Study and understand the PTC’s desired destination structure, size, and use/purpose

•     Using knowledge gained to coordinate changes and designs to the UBOS and the PTC’s other technologies to assure the PTC’s needs are met and follow the standards and policies

•     Act as a subject matter expert and represent the PTC in meetings and reports with the UBOS SI team

•     Act as a subject matter expert to raise concerns and issues to the PTC leadership with enough details for the PTC leadership to decide on how to proceed

•     Develop and maintain plans and other documentation as required using PTC established standards, procedures, templates, and methodologies.

•     Develop and maintain a productive working relationship with technology staff, business owners, project sponsors, vendors, and key clients

•     Performs related duties as assigned

Desired Skillset

The ideal candidate will have 8 years of expertise in Data Migration planning and execution for projects of various sizes that include transactional, financial, and customer data including hands on experience as a lead for migration and cut over for multiple high volume tolling back office systems

Proficient in the Microsoft Office 365 suite of business software including Work, Excel, and PowerPoint, plus proficient in Microsoft Project

Should have successfully Transitioned a minimum of two 2 Tolling Back Office implementations

Ability to do data masking for PII

Experience working with PCI data for migration.  Experience with exchanging token data between token migration

Experience working with CRM and ERP type applications

Experience with testing for Data Migration and Cut over

Experience representing the toll agency in working collaboratively with the SI

Ability to work independently to accomplish the tasks and duties assigned

Utilizes various software and/or technology tools to perform job duties

•     Additional beneficial skills include:

•     Enterprise Business Solutions, specifically SAP projects

•     ITIL / ITSM practices and methodologies

Minimum Experience

•     5 years of Data Migration planning, implementing, and cutting over for projects of varying size.

•     Should have successfully Transitioned a minimum of two 2 Tolling Back Office implementations

•     Equivalent combination of education and/or experience may be accepted Certifications / Education in all cases

•     Bachelor’s degree in business management or information systems.  Equivalent combination of education and/or experience may be accepted Engagement Requirements

•     The Candidate shall be located within the Continental United States.  There is no opportunity for “Off-shore” resources for this Statement of Work

•     While remote work is largely permitted, the resource will be required to be on site during key phases of the project such as solution confirmation, data migration mock cut overs, system integration testing, user acceptance testing, dress rehearsals, and actual cutover and go-live through stabilization
