Job Description:

POSITION DESCRIPTION:
The Texas Department of Insurance, Division of Workers’ Compensation is requesting upgrades to the Electronic Data Interchange (EDI) 837 Data Collection and Storage Solution to improve usability and accuracy of the medical data collected.

The Texas Department of Insurance (TDI), Division of Workers’ Compensation (DWC) must implement the International Association of Industrial Accident Boards and Commissions (IAIABC) EDI Implementation Guide for Medical Bill Payment Records, Release 1.0 dated July 4, 2002, for the EDI 837 medical data. TDI requires assistance in refreshing the EDI servers to a newer version of Windows and upgrading the application to the latest version, while ensuring current system maintains all functionality and allows for the IAIABC standard. TDI is using the IBM Transformation Extender (ITX) System, version 8.4.02 and validating on ANSI X12 V4010 standards.

SCOPE OF WORK
TDI is looking for a staff augmentation position to take the lead and assist the agency with their EDI servers refresh to Windows 2019 and the latest version of IBM ITX Transformation Extender and associated ITX Transformation Extender software.

  • Upgrade the following:
    • IBM ITX Transformation Extender 9.0.0 Trading Manager V8.2.1.11 update to the latest version.
    • IBM ITX Supply Chain EDI Pack 9.0.2 update to Extender Pack Healthcare update to the latest version.
    • IBM ITX Transformation Extender 9.0.0 Design Studio V9.0.0.2 update to the latest version.
    • IBM ITX Transformation Extender 9.0.0 Launcher/Command Server V9.0.0.2 update to the latest version of Extender Runtime and Monitoring.
  • Migrate and reconfigure maps, trees, and any other related information as required in both development and production environments to ensure compliance with the IAIABC standard and any Texas-specific edits.
  • Validate and review acknowledgements are generated as expected and correct any problems with forms (997 and 824) being issued.
  • Document all changes to the system by creating diagrams, processes, and procedures.
  • Must pass vulnerability scanning.
  • Test all changes made to ensure the changes meet the requirements specifications.
  • Correct any issues found during the testing phase with internal and external customers.
  • Train TDI ITS staff on configuration changes and system implementation.

 

POSITION REQUIREMENTS:
5+ years experience:

  • Proficient and experienced with IBM Transformation Extender Suite of products in a Windows environment, migration of software to another system
  • Train staff in the use and maintenance of complex systems in a clear and concise manner.
  • Write and revise test plans, policies, standards, and procedures
  • Systems administration of computer hardware and software configuration, troubleshooting operating systems and applications, and security administration in the physical and virtual environments.
  • System and software security patching.

 

PREFERRED SKILLS:

  • Windows PowerShell scripting and/or basic scripting knowledge.
  • Computer networking, protocols, subnets, TCP/IP, firewalls, and cloud connectivity.
  • Computer operating systems such as Windows Server, and Unix.
  • Windows AD, Windows GPO and Azure/O365 users administration, permissions, and file management.
  • Windows Server Roles mail and file services.
  • Problem-solving and critical thinking.
  • Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
  • Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
  • Maintain the confidentiality of sensitive information.
  • Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
  • Manage workload and priorities to meet necessary deadlines.
  • Work both independently and as a team player.
