Job Title: Senior Telecom Business Analyst
Location: Houston, TX
Duration: 6-12 months (option to renew)
An ideal candidate will possess some of the following skills:
Experience with distributed antenna system (DAS) and radio frequency (RF) technology
Working directly with vendors
Upgrading Telecom networking services (client is upgrading to 5G facility wide)
City/County experience
Airport infrastructure experience
Network admin with wireless experience
Understand airport business models
BA / PM cross over (Technical person)
Someone who can manage a project and vendors without direction
PURPOSE OF THE POSITION
Seeking a Senior IT Business Analyst as a onsite subject matter expert (SME) for distributed antenna system (DAS) and radio frequency (RF) technology. The Senior IT Professional supports day to day operations of radio communications and distributed antenna systems (DAS) to ensure system uptime and maintain Technology’s service level agreements for radio communications supporting multiple organizations. The Senior IT Professional will work closely with the Assistant Director establishing strategic objectives and initiatives for radio and DAS communications.
The Senior IT Professional coordinates with airport business units while utilizing vendor relationships to provide their radio communications needs. Radio communication support also include Police, Fire and EMS radio system integrations with HAS and on HAS Property. The Senior IT Professional Role may include radio programming and project management/delivery of division level objectives and initiatives.
FY2021 OUTCOMES
Lead project implementation of Distributed Antenna System (DAS) at Hobby.
Establish plan and recommendation for consortium agreement for carrier DAS.
Key contributor and participant in delivery of Citizens Broadband Radio Service (CBRS-5G) infrastructure.
Deliver plan and oversee design for Public Safety DAS replacement.
Administer interlocal agreement ensuring system reliability and radio uptime radios.
KNOWLEDGE (MINIMUM QUALIFICATIONS):
KNOWLEDGE: Requires a bachelor’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field. Advanced technical certifications that demonstrate mastery of a specialized system, application, or business process may be substituted for experience on a year-for-year basis.
EXPERIENCE: At least six (6) years of specialized experience in business systems analysis and design. Related professional Information Systems experience greater than 6 years may be substituted for the education requirement on a year-for-year basis.

Works independently; may instructor coach other professionals on technical issues. Ability to execute moderately complex or specialized projects; adopts precedent and may make significant departures from traditional approaches to develop solutions.
IMPACT OF ACTIONS: Errors in work lead to moderate inconvenience, risk and costs. The incumbent functions autonomously, with the manager available to answer questions as they arise. Ability to pass and maintain federal security clearances may be required.
Experience in city and our county government with focus in transportation, particularly airports.
