We are seeking a highly skilled and experienced Special Access Program Management Specialist to join our team. The selected candidate will provide a wide range of operational, technical, acquisition, and programmatic expertise to support oversight, management, and integration of Special Access Programs. This role requires a deep understanding of Special Access Program policies, procedures, and governance structures, as well as the ability to assist in policy reform initiatives to create an Agile Special Access Program Enterprise..

Key Responsibilities:-

Special Access Program Oversight and Management: Provide operational, technical, acquisition, and programmatic expertise to support oversight, management, and integration of Special Access Programs.

Policy Reform: Assist in the reform of policy to create an Agile Special Access Program Enterprise aimed at enabling lethality and partnerships dependent on SAP Special Access Program capabilities.

Technology Protection Analysis: Conduct analyses and evaluation of technology protection across the Department  to ensure horizontal protection, safeguarded export, and vetted foreign investment in the United States.

Special Access Program Lifecycle Management: Provide management of Special Access Program by building and staffing lifecycle approval requests through the Special Access Program governance structure.

Portfolio Program Administration: Assist in administering the DoD’s Special Access Program portfolio program to ensure proper Special Access Program content and billet allocation, including the annual review process.

Special Access Program Sharing with Allies: Provide support to implement and manage increased SAP sharing with U.S. allies for the purpose of technology sharing and operational integration.

Policy and Strategy Development: Counsel and manage the creation, development, and implementation of improved policies and strategies to foster the planned rebaselining of the Special Access Program enterprise. Conduct in-depth reviews of associated Special Access Program programs and evaluate the cost and benefit of implementing enhanced security protection capabilities. Provide project management expertise to organize, track, and report on reform projects throughout the Special Access Program Management

Required Skills:-

• Operational, acquisition, and science and technology development experience utilizing Special Access Program capabilities
• Requirements, acquisition, and PPBE processes as applied to Special Access Program
• Preparing policy, guidance, white papers, congressional inquiries, and other documents for senior- level officials
• Coordinating and collaborating with stakeholders at all levels across the Department
• Working with/on OSD, Joint Staff, or Service-level staff (preferred)
