Description

General Characteristics 

This position is a manager of the Application Services office responsible for managing the development,

implementation, support, and maintenance of large Tolls-wide business application projects as determined by

the Department. These business applications incorporate the use of various technologies, including web-based

and client server.

Coordinates systems analysis and applications development activities through direct and indirect staff. Directs

development teams in the areas of scheduling, technical direction, future planning and standard development

practices. Meets scheduled milestones to ensure project/ program objectives are met in a timely manner and

has an in-depth knowledge of the principles, theories, practices and techniques for managing the activities

related to planning, managing and implementing systems analysis and applications development projects and

programs. Provide status and progress information to leadership in strategic planning activities that allow for

most effective use of available resources.

Oversee and coordinate all aspects of Application Services Work Plan planning, scheduling, execution, and

reporting. Working in conjunction department leaders, provide oversight for resources involved in processes

for staff providing data actual hours in the Project Reporting and Tracking (PRT) system, quality assurance for

data, analysis of hours, Schedule reporting, the Application Services Annual Report, and other related

performance management activities.

Participate with other Tolls managers in process improvements, procedures and standards review, and other

activities that improve customer service and increase the effectiveness. Collaboration with other department

managers may occasionally be required for projects.

Dimensions

Education

Bachelor's Degree in Computer Science, Information Systems, or other related field. Or equivalent work

experience.

Experience

A minimum of 7 years of IT and business work experience including managing team(s) in systems

analysis and/or programming functions.

Breadth

Middle level management in systems analysis and programming functions. Typically manages and mentors

supervisors, project leads and/or technical staff. Works under general direction of senior level management.
