The Department of Children and Families depends on the core, mission-critical applications, LINK and IV-E, Connecticut’s Federally reimbursed SACWIS (Statewide Automated Child Welfare Information System).  Implemented in 1996, available on every desktop, and used by over 2,000 social workers and case managers, the application has been enhanced and modified continually to meet data capture and process functionality requirements driven by good child welfare case practice as well as State and Federal legislation and statute.  Additionally, LINK continues to experience change chiefly in compliance with the 1991 Juan F. Consent Decree as well as the agency’s ongoing goal of improving the safety, permanency and well-being of children in care.  The agency is currently committed to developing the next generation Comprehensive Child Welfare information system and has invested significant resources to ensure that Connecticut has efficient, economic and effective tools to aid our Child Welfare Staff, Providers and the children and families of CT.

DCF Information Systems provides technology expertise and services as well as an information systems infrastructure to the agency and its roughly 3,300 employees.  DCF Information Systems strives to improve continually improving technology services that are cost-effective and of the highest effectiveness and quality.

3.  SCOPE OF WORK

The agency needs to engage the service of a Business Analyst.

This consultant will work for the DCF IS CSM and under the supervision of the IT QA Manager as a Business Analyst for current AFCARS(Adoption and Foster Care Analysis and Reporting System), NCANDS, (National Child Abuse and Neglect Data System) NYTD(National Youth in Transition Database), IRS (Internal Revenue Service), along with some IV-E (Title IV-E Foster Care Eligibility).  In this position, the consultant will be part of the Federal Reporting team and can facilitate discovery, visioning, leaning, design, and analysis of current and new system.  The analyst will document, plan and work to accomplish team goals, lead groups in performing a variety of requirement gathering and agile/hybrid iterative process refinement at the program and portfolio management level, a wide degree of creativity and latitude is expected.  Responsibilities will include:

Documentation of the current Business Processes and Automation.

Migration and implementation strategy

Development of request for proposals

Development of Federal plans and reports.

Work with other Connecticut state agencies, contracted third party vendors and federal agencies interfacing with DCF to establish new interface protocols.

Management of business analysis, quality assurance, end user training, and application implementation.

7.      Negotiate with customers; emphasis on business process and user interface

8.      Review requirements; emphasis on functionality and system qualities

9.      Train, mentor other Analysts.

10.   Mediate between Business and other Analysts.

11.   Conduct meetings with Business SME and document business workflow, process.

12.   Analyze workflow and recommend improvements.

13.   Document issues with process, applications, automation.

14.   Maintain documentation up to date and distribute to project team members.

15.   Gather requirements, requests, and meet with team members to discuss solutions.

16.   Negotiate timelines with Business and Development Teams.

17.   Follow up frequently with Business SME on progress.

18.   Address questions, act as liaison between IT and Business.

REQUIRED SKILLS AND EXPERIENCE

Refer to the State contracts for IT Professional Services Agreement (12PSX0251) for experience and skill requirements for the job classification Business Analyst to fill the role.  In addition, the agency requires:

A minimum of 5 years’ experience demonstrating the following knowledge and skills:

1.      Extensive experience and knowledge of Child Welfare, Business Process Mapping, SACWIS, Data Quality, Federal regulations and State regulations.

2.      Experience with working with high-level internal and external agency's management.

3.      Experience with DCF Development Practices and Methodology.

4.      Experience with Lean and Agile methodologies

5.      Understanding of the technical and business interdependencies that will exist between the legacy system and the modernized and upgraded application

6.      Understanding of legacy Batch systems

7.      Experience in the creation of detailed business requirements and business processes to meet the requirements of the next generation CCWIS application

8.      Experience with Data Quality and planning and testing of automated CCWIS processes.

9.      Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Outlook)
